The Mission of RMTC • To develop, promote and coordinate, at the national level, policies, research and educational programs that seek to ensure the fairness and integrity of racing and the health and welfare of racehorses and participants, and to protect the interests of the racing public • RMTC formed in 2002 as a 501 (c) (3) charitable organization

Uniform Penalties • Three-tiered grid system simplifies current RCI penalties • Significantly increases penalties for illegal and prohibited performance-enhancing drugs • Reduces penalties for therapeutic medication mistakes • Redefines trainer responsibility • Mitigating and aggravating circumstances “checklist” for stewards • Added penalties for other culpable licensees: veterinarians, owners and grooms • Adopted as rule or policy in 25 states
Withdrawal Time Projects • 26-horse training stable including six Standardbreds at University of Florida for withdrawal times research for eight therapeutic medications and four anabolic steroids • Analysis of resultant plasma and urine samples at Iowa State, New Bolton, Florida and UC-Davis labs • Scheduled completion date is August or sooner • RMTC withdrawal times website with 18 jurisdictions and over 70 drugs posted for review

Anabolic Steroids • Model rule approved by RCI in April 2007 • Model rule contains scientific urinary thresholds for four anabolic steroids • Plasma thresholds will be added by August • AR, AZ, IN, PA, VA and WA have adopted model rule to begin regulation of anabolic steroids • 14 other states now in adoption process • RCI has called for all states to be uniformly regulating anabolic steroids by end of this year
RMTC Research Program • Three Research Categories: • Performance Enhancers • Erythropoietin, Ethanol, Cone Snail Venom • Therapeutics • Procaine Penicillin, Clenbuterol, Adjunct Bleeder Meds • Contaminants • Morphine / Poppy Seed Contamination
RMTC Research Program • RMTC is also focused on developing tests for “designer” drugs • “Unknown” acquisition and analysis: • RMTC works with sources and purchases products being marketed as “performance enhancing” • Over a dozen vials and syringes have been analyzed over the past year • Majority contain “voodoo” products and are of little concern • In 2007, one unknown led to a federal investigation and prosecution of a “race-day medication” website
