Radio & Rigging Critical Features – To Be FE have moved to a regional structure as part of their 11/12 organisational design with the exception of Radio & Rigging. This proposal defines the solution required to move to a full regional structure (phase 2 ) to include R&R whilst ensuring that Health & Safety compliance and a customer and commercial operation is maintained. The following features are considered in the design solutions • Embed in RBL patches • Improved accountability within RBL patch for all work streams • Create greater opportunity to flex across work streams in line with regional demand • Maintain / Improve safety practices and compliance • Improve focus on Health and Safety practices on tower access and rigging work (E) • Greater control and management of third parties using the BT estate (E) • Improved planning for new and refresher safety training (E) • Improve quality and compliance monitoring & visibility (E) • Agility in Line management for specialist work stream. • Deploy Model that mitigates need for specialist FLM management (E) • Ability to drive performance management with less FLM enablement activity getting in way (E) • FLM Ratio 1 :22 • Understand and improve operational processes and performance • Improve process efficiency & RCA (E) • Focus on improved execution of work • Maintain & Improve RFT • Build effective multi-skilling plans • Common Model across CNS work-streams ( Private Circuit Repair ) • Improved customer advocacy (E) • Note ( E) - Enablement function embedded in Service Enablement
Radio & Rigging OD Option • Recommendation • Move to regional patches x 10 integrated with Power teams across the UK and additional • Tower and Access Enablement in Service Enablement. • Enablement refers to additional RCLO activities that would be moved to central team. Detail below RCLO Additional Responsibilities Accident investigation and reporting Access to Towers by third party and all climbers Control of Climbing, permits and risk assessment Tower structural risk assessment, general ownership Network Quality – Ensuring work is to standard on and off towers, prioritising safety work SME Consult for new work and planning Third party contractor Interface & liaison Certification of competence for all climbers Equipment assessment CDM project management
