Pennsylvania Public School Code of 1949 • Article XIII Pupils And Attendance • Category C Transportation of Pupils • Sections 1361 thru 1367 • Pupil Transportation in Pennsylvania is not required by law. A local decision by the school board. In Pennsylvania 499 of the 501 school districts provide transportation.
WHEN TRANSPORTATION IS PROVIDED • Must be provided free of charge to all students* • Must be provided to all non-public, parochial and charter school students attending schools within 10 miles of school district boundary. * Walking Distances determined by state 1.5 miles – elementary 2.0 miles - secondary
LOCAL EDUCATIONAL AGENCY (LEA) - Service operated by the school district School District owns the school buses, garage facilities, and employs the staff, mechanics and drivers. Types of Transportation Services
CONTRACTED – School District contracts with an independent school bus company NATIONAL AND LOCAL First Student Transportation Services Laidlaw Transportation Services McBeth Transportation Services Rohrer Bus Service Fahrney Bus Service The school district contracts with an outside provider. Buses,garage,and equipment owned by service provider. Staff, mechanics and drivers are not employed by the school district. Types of Transportation Services
FARE BASED – Provided by a mass transit carrier. School district purchases tokens which are appropriated to pupils approved to ride. PARENT PROVIDER- Transportation is provided by the parent at agreed to rate, set by the school district. Can be IRS rate or district rate*. * If district rate exceeds IRS rate, parent must register as an independent contractor, and apply for license and registration. Types of Transportation Services
