State Ports & Harbor Section • Statewide Responsibility • DOT&PF mission statement “Providing for the safe movement of people and goods and the delivery of state services” • Harbors are part of state’s multimodal network and the department’s transportation system • DOT&PF’s priorities: • Maintenance of state facilities • Provide state financial assistance • Address port and harbor planning issues • 2030 Long Range Transportation Plan • Alaska State Ports and Harbor Study

State Ports & Harbor Section • Provide a broad range of engineering and planning expertise for coastal and harbor projects. • Work with federal and other state agencies to aid coastal communities. • We evaluate and prioritize statewide public harbor needs and seek legislative appropriations to address them.

DOT&PF’s harbor program Today • DOT&PF owns just 25 harbors • Three main capital programs • Smaller Harbor Deferred Maintenance • Corps of Engineers Program • Municipal Harbor Facility Grants • Pre-1986 • DOT&PF owned and maintained the majority of Alaska’s small boat harbors (99 out of 125 harbors). • Two main capital programs • Harbor Deferred Maintenance • Corps of Engineers Program • State financial crisis, the AK Legislature wanted harbors transferred to local gov’t.

Corps of Engineers projects • Corps of Engineers authorizations: • Continuing Authority Program (CAP) projects • Section 107, Navigation projects • General Investigations • The Local Sponsor is you, not DOT&PF • DOT&PF’s role is technical and financial • Two MOA’s: one with USACE, another with DOT&PF

Corps of Engineers projects • DOT&PF can assist the Local Sponsor by: • Providing technical in-kind services • Paying up to 50% of the local sponsor’s costs • All phases eligible: from Reconnaissance to Feasibility to Construction • For design, typical cost is $1M (50/25/25 split) • For construction, typical cost is $10-30M (80/10/10 split) • 50/50 local-state split on mooring basins and float facilities • Requires Congressional support and funding • Long timeframe from start to construction • Requires appropriations from the AK Legislature

  9. Managed by DOT&PF State provides 50/50 matching funds Maximum of $5 million per harbor facility Minimum is $50,000 New law in 2006, but no $$ Funded in 2007, 2008 and 2010 Not funded in 2009 Municipal Harbor Facility Grant Program

Purpose: Funding for Small Boat Harbors Money for construction ready projects not for planning studies not for finishing engineering designs Projects that can advertise within 6 months Can’t use state funds for the match, except: Community revenue sharing program Shared fisheries business taxes Competitive process Total yearly grant amount is uncertain, depends on the Legislature Municipal Harbor Facility Grant Program

  16. What’s eligible? The removal, replacement, rehabilitation, or installation of the following items are eligible for funding under this program: Access ramps and gangways Launch ramps Seaplane floats Other appurtenances necessary for the basic operation of the harbor facility • Pilings and anchors • Approach structures • Access ramps and gangways • Float systems for permanent and transient moorage • Utility systems integral to the float systems (specifically power, lights, fresh water, sewage and fire systems)

  17. What’s not eligible? Some examples Access roads and uplands Boat houses Portable or trailer mounted equipment for fire fighting, sewage pump out, oily bilge water, etc. Utilities outside the actual harbor facility, e.g., electrical and sewer lines extensions necessary to bring those services to the harbor facility Vessel hoisting machinery Landscaping and facility amenities Harbormaster offices, buildings, offices, shops, boat yards or storage structures • Breakwaters and revetments • Dredging • Dikes, groins, and jetties • Docks for large commercial or tourist vessels (greater than 125 feet LOA) • Seawalls, bulkheads, sheet pile walls, gabions, and quays • Commercial and privately owned utility systems, e.g. fuel, on the float systems • Platform floats for small buildings, restrooms, or commercial retail space Not for preventative maintenance!
