  2. What is Access to Research? • A free service that enables local libraries to provide their users with access to a wealth of research: • A two year pilot • Across the entire UK 6,000 journals c.10 million articles And more to come . . .

  3. What is Access to Research? The content comes from the UK’s leading publishers, including:

  5. What is Access to Research? It uses a well established digital platform called Summon, which is already widely used in academic libraries

  6. What is Access to Research? It is a walk-in service that is only accessible from terminals within libraries It does not include remote access

  7. Why is the service being offered? The Finch Group was convened by the government to explore how access to publicly funded research could be expanded . . . Dame Janet Finch chaired the Working Group on Expanding Access to Published Research Findings 

  8. Why is the service being offered? One of the Finch Report’s recommendations: That major subscription-based publishers should license public libraries to provide free access to their journals and conference proceedings.

  10. How does the service work?Accept Ts & Cs including non-commercial use, single print-off, no downloads

  11. How does the service work? Search results are generated by the Summon system

  12. How does the service work? Individual search results link through directly to Publisher’s site

  13. How does the service work? Articles are typically accessed as PDFs

Implementing the service • It is available now . . . • To all local authorities across the entire UK who wish to sign up • The service launched in January 2014 • It is running as a 2 year pilot, finishing in December 2015 • Usage data & qualitative research will be used to evaluate its impact

Implementation of the initiative has been led and co-ordinated by: • The Publishers Licensing Society is: • a not for profit organisation • set up to manage collective licensing on behalf of publishers (1981) • owned by: • ALPSP (the Association of Learned and Professional Society Publishers) PPA (the Professional Publishers Association) and • PA (the Publishers Association )
