Current Landscape in Federal Government Printing and Publishing: Pros & Cons of Digitization and the Impact on Users
What is the GPO? • The Government Printing Office provides publications to various branches of the government, depository libraries, and the American public. • Mission: To keep America informed. • Three programs of the GPO are the Federal Digital System (FDsys), Library Services and Content Management (LSCM) and the Federal Deposity Library Program (FDLP).
LSCM Forecast • Focus on preservation, education, and marketing. • 18% of depository libraries are digitizing or plan to digitize within the next five years. • Top three preservation themes: Preserve legacy tangible, digitized, and born digital collections and web content, digitization, and access. • Top three responses to training needs: digital and online government information products, Fdsys, and marketing.
Impact on UsersSnapshot of the Numbers • In 66.6% of communities, the library is the only source of computer access and free internet. • Among users of e-government services, 52.5% do not own computer, 42.4% lack access at home and work, 40% use public libraries because they are free, and 38.1% rely on library assistance to use the tools. • 78.7% of public libraries provide direct assistance to patrons who use e-government services. • 66.3% provide help with governmental forms; 43.4% provide help understanding government programs and services.
Actions to prevent social exclusion of low income individuals • Librarians should work to avoid bias and judgment when working with users to avoid classifying factors that would lead them to think they are low income. • To avoid alienation of certain groups of individuals, libraries can strive to avoid it by being aware of issues that may intimidate them such as atmosphere, lack of customer service, and uncertainty of using services available. • Get out into the community to listen to and understand the needs of lower income individuals. Build relationships with them and work to integrate them into society.
Impact of Digitization of Healthcare • Elderly and disabled excluded from gaining the help they need to ensure adequate support for their health and financial needs. • Doctors and hospitals get large kick-backs for adopting electronic records. • Internet security and the elderly.
Pros of Digitization • Digitization saves money and is eco-friendly. • Has the potential to increase accessibility and the scope of collections. • Improved cataloging leads to increase visibility of the collections. • The GPO acknowledges problems with preservation, access, and security and are working on finding solutions.
