4. 4 NM RHIO Vision/Mission To substantially improve the health and safety of New Mexico residents (across geographic, time, social, language and cultural barriers) by enhancing the ability of the healthcare delivery system to capture and share health information, improve efficiency, protect patient privacy, and support clinical research and public health. This will be enabled through the routine and effective use of healthcare information technologies.

Healthcare priorities of the community & stakeholders
Key decisions to develop the RHIO
Information & criteria to enable key decisions
Consensus methods used to build trust
As the key decisions are made to create the RHIO, the Project Plan will evolve into more of an Operational Plan

Independence and autonomy of stakeholders will be respected
IT is not the goal, it is the enabler
RHIO should be financially self-sufficient based on revenue from the services it provides
Affordable services should be available to rural and underserved populations
Realistic expectations need to be maintained
