Swiss Federal Nuclear Safety Inspectorate ENSI Part 1: Transfer from HSK to ENSI = Independence of the swiss regulatory authority
Initial situation before transfer HSK to ENSI (not independent from SFOE) Reporting structure • The HSK is the regulatory authority of the Swiss Confederation with responsibility for nuclear safety • Administratively, it currently reports to the SFOE (Swiss Federal Office of Energy) • SFOE is responsible, therefore, for both the use of nuclear energy and protection from it Independence • Potential conflicts of interest require the institutional separation of use and protection functions • Formal separation is called for in both the international Convention on Nuclear Safety and the Swiss Nuclear Energy Act
