NSP and the realities of the epidemic • Challenges: • Strategic plans are static and not responsive to the dynamic of the epidemic • Evidence used in the plans are not used in interventions • Only epidemiology used as evidence base • Prevalence instead of incidence • Recommendations: • Plans to be reviewed through JAPR and mid term reviews • Use epidemiological evidence complimented with behavioral change studies • Assist countries to measure incidence

Selection/criteria of priority sectors • Challenges • Tendency of focusing on the public sector instead of the private and civil society. • General Prevention is a never ending battle (youth) • No capacity to identify comparative advantage of sectors in reaching the drivers of the epidemic • Recommendations • Support other sectors to come to the table • Make DP funding less targeted to make it possible to finance primary prevention in a sustainable manner • Develop methods, support and resources for analysis

  4. Transparency and accountability • Challenges • Resources and interventions top (NACC) heavy • To bring partners together in joint planning is problematic • Beneficiaries are not involved • Recommendations • Adherence to the 3 ones
