Accomplishments • 2001: Adopted EMS Policy and chartered Executive Steering Committee • 2002: Impacts inventory: focus on EPP, Energy, LEED EB • 2003: Adopted EPP recommendations and Chartered BEST • 2004: Adopted expanded policies • 2005: Adopted original targets, achieved greener/coordinated paper procurement • 2006: Achieved independent EMS certification

Objectives & Targets Continually Improve EMS and Demonstrate Leadership by Example • Maintain independent certification to voluntary ISO 14001:2004 International EMS Standard at headquarters April 2006-April 2009. • Evaluate and recommend in 2007 whether EMS should be expanded to field offices in 2008. • Complete third-party certification in 2007 for Greenhouse Gas Emissions reporting. Includes energy use at headquarters and field offices as well as fleet.

Objectives & Targets Integrate Environmentally Preferable Procurement into Business Practices, Demonstrate Leadership, and Provide Assistance to other State Government Facilities/Organizations • Achieve 20% reduction in greenhouse gas emissions from headquarters energy use and headquarters-based fleet by 2010 compared to 2001 baseline. • Recommend improvement opportunities to migrate toward paperless office/electronic records management to the top management group (Agency Secretary, Board Chairs, and Department Directors) for consideration June 2007.

Objectives & Targets Integrate Environmentally Preferable Procurement into Business Practices, Demonstrate Leadership, and Provide Assistance to other State Government Facilities/Organizations • Monitor continued use of 100% post-consumer recycled content, processed chlorine free paper in printers and copiers at headquarters each fiscal year. • Each BDO to continue to demonstrate at least 50% of expenditures on printing and writing papers and paper products contain a minimum of 30% post-consumer recycled content--includes headquarters and field offices. • Achieve 75% waste diversion at headquarters by 2010 through achieving and demonstrating source reduction.

Objectives & Targets Improve Energy Efficiency, Materials Efficiency, and Toxics Reduction through Procurement, Use, and End-of-life Management of Electronic Equipment • Chief Information Officers to evaluate, recommend, and begin to implement staff-to-printer/copier ratio standards in 2007 and verify compliance with Energy Star procurement requirements.

Objectives & Targets Provide Transportation Alternatives for Employees and Stakeholders to Reduce Negative Environmental Impacts • In 2007, establish baseline and evaluate opportunities to green the BDOs’ fleets, vehicle maintenance, use of rental cars, use of airline transportation, and goods movement. By 2008, recommend specific short-term and long-term improvements for implementation. • Maintain leadership level of alternative transportation use for employee commute at headquarters. Past surveys indicate 65% +/- 5% use of alternative transportation.

Objectives & Targets Partner with Property Management to Continually Improve and Demonstrate Leadership in Energy and Environmental Design (LEED), Operation, and Maintenance of Headquarters Building • Reduce electricity use at headquarters by 25% by 2010. • Maintain emergency preparedness, including energy emergencies at headquarters. • Continue to maintain 50% solid waste diversion (as required by AB 75) at headquarters and field offices. • Maintain LEED Existing Building Platinum Certification by U.S. Green Building Council for headquarters. Specific tenant responsibilities include maintaining at least 50% recycling rate and current level of natural lighting.

Responsibility: any agency that does procuring on behalf of the state. Continual Improvement Requirement: continually expand the policies of EPP in the daily operations of the state.
