The Role of the Private Sector in Humanitarian Aid and Development Assistance AidEx Roundtable Summary Howard Sharman, Advance Aid and AidEx Steering Committee
About AidEx • Major exhibition and conference in Brussels (Oct 2011) • Roundtable on the role of the private sector • Panel – UNICEF; DSM; ACF; Sohar Aluminium; Advance Aid • Ministry for Development Cooperation, Belgium; PA International Foundation
“The system is stretched…. The ‘new normal’ means that collaboration with the private sector is not an option but a necessity” Dr Ioana Kornett, Technical and Scientific Director, Action Contre la Faim
Models for private sector involvement • Partnership between private sector and UN organisations/NGOs • Companies/NGOs partnering with the local community
“We need to move beyond ‘catastrophe first’ approaches, in favour of models focusing on vulnerability first” Dr Ioana Kornett, Technical and Scientific Director, Action Contre la Faim
Not ‘first wave’ emergency response • Don’t expect to see Procter & Gamble on the beach • Preparedness – “$1 spent in advance saves $7 in losses” • Resilience • Bridging the humanitarian and development agendas
“Corporate engagement… must be complemented with sufficient strategic clarity and definition of how to engage and why to engage” Dr Ioana Kornett, Technical and Scientific Director, Action Contre la Faim
Partnership in Practice • DSM and World Food Programme • Danone-Aqua; Veolia Foundation; GDS Foundation and ACF
Local community involvement • Sohar Aluminium and the Omani Government and people • Advance Aid, World Vision, CRS working with local Kenyan manufacturers
Bridging the two agendas “This is an artificial differentiation that is not seen by those affected….We need continuity in funding and planning” H.E. Olivier Chastel, Minister for Development Cooperation, Belgium
Finally some warnings • Too many aid agencies – rationalisation of NGOs would be helpful • Coordination is still poor in emergencies – need better discipline in the clusters • Important to avoid a branding war when companies are involved
Conclusions • Linking the development and humanitarian agendas is a win-win • Private sector has a role to play – Important to define it correctly
