  3. Oil loss while pipeline under pressure of oil transfer from barge to tank farm. Barge pumps ran approx 5 minutes.

  8. Affected Outfall Department of Public Works City Storm Drain Schematics Spill Site Affected Storm Drains Approximately 50 gallons of product entered the water by way of a storm drain.

  12. Summary • Total volume spilled was unknown until volume required to repack pipeline was determined. Total spill (not accounting for amount recovered) estimated at about 68K gallons. • Mass balance of oil loss, recovery, and remaining in the environment being finalized and agreed to by UC. • Recovery wells in place and ground water contamination plume being mapped by RP’s contractors. • No further sheening from Valley Street outfall. Migration of oil in ground water has not resulted in a sheen in the river. • Moving from emergency response (Unified Command) to long term remediation by RI DEM.
