Objectives • In this course, we will discuss: • Why “Food Manufacturing” was added to the N.C. Special Emphasis Program (SEP) and part of the Strategic Plan. • Implications for North Carolina employers. • N.C. Department of Labor’s focus during an inspection.
History/Bureau of Labor Statistics • Food manufacturing has one of the highest incidences of injury and illness among all industries. • Production workers account for 54 percent of all jobs. • Unlike many other industries, food manufacturing is not highly sensitive to economic conditions.
Work Environment • The nature of the work is in close proximity of rapidly moving and operating equipment and systems.
Application OPN 140 • Limited expanded scope inspection Comprehensive Inspection Operation Procedure Notice (OPN) 140 Complaint
Machine Guarding 1910 Subpart O • Conveyor
Machine Guarding 1910 Subpart O • Auger
Electrical & Lockout/Tagout 1910 Subpart S • Aggravated by processes • H2O • Kill room • Gases • Stun equipment • Multiple uses of mechanical equipment
Hazard Communication 1910.1200 • Information provided on hazardous chemicals • Hazard communication program • Labels and other forms of warning • Safety data sheets • Training SDS
Confined Space 1910.146 • Many manufacturing sites contain permit-required confined spaces
Combustible Dust CPL 03-00-008 • Food manufacturing sites may contain organic dusts • Flour • Sugar • Grains • Animal feeds
Process Safety Management 1910.119 • Most common • Ammonia – 10,000 lbs • Chlorine – 1,500 lbs • Management of change • Can be utilized for other processes
Ergonomics NCGS 95-129(1) • Definition • Ergonomics is defined as the science related to man and his work, embodying the anatomic, physiologic, and mechanical principles affecting the efficient use of human energy. • Injury examples • Carpal tunnel syndrome; tendinitis; rotator cuff injuries (a shoulder problem); epicondylitis (an elbow problem); trigger finger; muscle strains and lower back injuries
Recordkeeping 1904
Of Notable Mention 1910 • Noise • 1910.95 • Conservation program based on noise level reading • Emergency Action Plan • 1910.38 • Essential due to chemicals used in food manufacturing • PPE • 1910.132 • Hazard assessment and training EAP Noise PPE
Summary • Food Manufacturing added to N.C. Special Emphasis Program and Strategic Plan • Implications for N.C. employers • Compliance focus during an inspection
