  3. I – OCVAT in the EGPAF Context The Organizational Capacity and Viability Assessment Tool (OCVAT)

Purpose of OCVAT for EGPAF • To establish a systematic method for: • Identifying NGO partners’ organizational capacity-building needs • Planning for building NGO partners’ capacity • Monitoring NGO partners’ progress • Making transition decisions (i.e. when, what and how much responsibility to transfer)

Boundary of the assessment • Control of some functions intertwined between DC and Mozambique • So how do we score? • Answers reflect actual and current situation of EGPAF-Mozambique, with mix of US and country-controlled functions. • Small team scores on Autonomy of EGPAF-Mozambique in execution of each specific function • Used for and Presented with Findings

Expected Outcomes and Next Steps • Outcome – OCVAT Week: Draft Detailed Transition Plan (DTP) started for priority Capacity Areas. • Outcome – Next two months: • EGPAF units work with EGPAF-Moz staff to finalize capacity building plans for each capacity area (final work plan submitted to Global Transition staff) • Progress in implementing capacity building plans

Objective of Discussion • Common understanding, not agreement • Experiential anchoring to the assessment tool, not consensus • Sharing, not convincing or resolving • All opinions are valid |all participants* should contribute • * Group assignments for practical reasons [try to respect, unless critical experience required to inform debate] • Honest and candid viewpoints: value of experience, examples! • Confidentiality in group discussion—use critical judgment, common sense, and respect • Discussions end when shared understanding is reached [not when resolution or consensus is found] First Ground Rules for Discussions
