  1. No Child Left Behind (NCLB) • NCLB “highly qualified” teacher status verifies content knowledge in the core academic subjects. • Under NCLB, funds may be affected if teaching staff are not highly qualified.

  2. Minnesota Licensure • Licensure and NCLB “highly qualified” status are separate requirements. • State law requires that all MN teachers be licensed or hold permission through the Board of Teaching to teach in a public or charter school.

  3. Federal NCLB Monitoring Report • HOUSSE is not an option for “new” teachers. • “New” teachers may verify HQ only by passing Praxis II content test, academic major or the equivalent.

  4. HOUSSE for “Elementary Education” Provide evidence of • teaching experience, • coursework, and • professional activities across the core academic subjects taught.

  5. Elementary Education • If you are not a “new” elementary teacher you must use HOUSSE or pass content test: • If licensed in Elementary Ed. after Sept. 1, 2001, content test was required for licensure, so teacher is HQ by holding the license. • If licensed in Elementary Ed. prior to Sept. 1, 2001, content test was not required, so HOUSSE is needed to verify HQ. • If not licensed in Elementary Ed., must use HOUSSE or pass Praxis II elementary education content test.

How do NON NEW teachers in grades 7-12 meet “highly qualified” teacher requirements? • Professional licensure in each core academic subject taught; and • Verify 100 points using the HOUSSE for each core academic subject taught; or • Passing score on Praxis II content test for each core academic subject taught

  7. Using the HOUSSE Process

  8. HOUSSE Most teachers will accrue 100 points using two or three categories: • Teaching Experience • Course Work • Professional Activities

  9. Teaching Experience • Describe teaching experience in the subject for which approval is being sought. • Teaching experience may have occurred while under a special education or English as a second language license, variance, waiver, limited license, related exception; or in a private or post-secondary setting.

  10. Teaching Experience • Number of years and correlating point value • 1 yr = 10 points; • 2 yrs = 20 points, • 3 yrs = 30 points, • 4 years = 40 points and • 5 years = 50 points. • Maximum points=50

  11. Course Work - includes general courses and education courses in the subject

  12. Professional Activities Includes other courses, such as: • Computers in the Classroom • WRTR Training • Communication/Consultation with Parents and Teachers

  13. Professional Activities Includes in-depth professional activities, such as: • A 5 day in-depth conference addressing use of technology in the classroom • A mini-course to enhance skills in using assessment data to plan for instruction • A multi-session study of appropriate language and support services for English Language Learners

  14. Awards & Recognition • documented awards or other official recognition for a specific achievement in the core academic subject • earned while teaching in the subject content within last 10 years [“Who’s Who in American Education/American Teachers” is not an award or recognition.]

  15. Student Achievement • Provide objective, valid, and reliable documentation of at least one year of academic growth in the subject. Examples would include the Iowa Test of Basic Skills (ITBS), • MN Comprehensive Assessment (MCA) and Basic Standard Test (BST).

  16. Advanced Certification refers to National Board Certification (licensure) in the core academic subject

Praxis II Content Test If teaching experience, coursework, and professional activities do not provide 100 points, these are the appropriate Praxis II tests : • English/language arts: # 10041, English Language, Literature & Composition • Reading: # 20300, Reading Specialist • Mathematics: # 10061, Mathematics

  18. Praxis II Content Test Additional Praxis II tests: • Social Studies: # 10081, Social Studies • General Science: # 10439 * Those who teach Biology, Chemistry, Earth Science or Physics would need to take the specific Praxis II Content Test for the core academic subject they teach.

  19. Is the HOUSSE a one-time verification of “highly qualified”? Yes, unless: - A teacher who is “highly qualified” for “elementary only” moves to a secondary position - The teacher’s assignment changes to include other core academic subjects - The teacher moves to a position in a different district that does not accept the verification of the previous district
