  1. 2017 Geospatial Summit Guest Presenter Instructions As a guest speaker, we look forward to your providing a “reality check” for the plans NGS will be describing in the early part of the summit; both by helping us to reinforce the benefits we expect, as well as highlighting the challenges as you see them. As you will only be allotted approximately 10 minutes to present, please limit your presentation to no more than these four slides. Your presentation is scheduled in a 10-15 min slot to occur on: Tuesday, April 25 between 1:30pm and 4:55pm Thank you for providing your feedback! Preparation • Our major products/services which will be affected by the new datums: • Countywide Survey Control Network (2,920 Stations) • 2,159 Horizontal/Vertical marks and 761 Vertical marks • All plats, utilities, design etc. must be prepared using the official datum for Baltimore County (NAD 83/NAVD 88) • Our preparations to date include: • Alerting key people to upcoming datum change • MSS has provided sessions on NATRF2022/NAPGD2022 • Include/invite GIS community to MSS sessions • Start to determine necessary connections from CORS to Countywide Survey Control Network (needed field work)

Advantages / Challenges • We are excited because...Expected advantages of the new datums for your organization, its products, or services • Baltimore County datum will be aligned with or extremely close to the internationally recognized system ITRF and WGS 84. • Better data for use, along the 200 miles of county waterfront land, in analyzing sea level rise and subsidence. • “It’s the Right thing to do” • We are concerned because...Expected challenges of the new datums for your organization, its products, or services • Answering the question for users of the system, “Why do we have to change?” • The need to maintain/update the network of passive marks for basis of land surveys performed in Baltimore County, Maryland. • What happens when CORS ends or is not available? • Surveyors flood certificates. In 2014, FEMA released new flood maps for Baltimore County on NAVD 88 for the first time. Before this date, all maps where prepared on the Baltimore City/County datum. What is FEMA’s plan to produce Flood Insurance Rate Maps on NAPGD2022?

Transition Tools / Outreach Needs • The tools, products, or services we need most (from NGS or others) are: • NGS should publish transformation tools to/from (NAD 27/NAD 83/NATRF2022 and NGVD 29/NAVD 88/NAPGD2022) • GPS and GIS vendors should update software. • Improved/updated Real-time networks. • The outreach we need most (from NGS or others): • NGS should host summits and monthly webinars. • NGS needs to present classes of the datum changes at Surveyors, GIS and other geospatial profession conferences. • NGS and NSPS need to work with federal, state and local government in language to update legislation that datums.
