Summary of Public Act 096-0107, Senate Bill 1828 • Public Act 096-0107 96th General Assembly (SB1828) • July 20, 2009 –Effective Date • June 30, 2013 –Full Functionality Target Date • By codifying ILDS, establishes long-term commitment and common vision • Cross sector • Public P-12 education – early childhood education • Public and independent higher education
ILDS Legislature –SB1828 • Aligned with national initiatives • Data Quality Campaign’s 10 Essential Elements • Required for participation in federal grants • Collaboration with local partners across levels and sectors • Change the culture • Increase access to information and data • Data driven improvements to practice • Research & reports to the General Assembly • Strengthen educational policy in Illinois
Illinois Higher Education Consortium • Meets requirements of P-20 LDS Act • IBHE authorized to meet requirements of State or federal government • Voluntary, collaborative effort to maintain higher education data • Establish and administer data collection, storage, and management • Non-participating institutions required to submit data to IBHE
IHEC Governing StructureGoverning Board • Manages and directs IHEC • Voting, two each: Community College, Private Institutions, Proprietary Institutions, Public Universities • Non voting: IBHE, ISBE, ICCB, FIICU, ISAC • Annual meeting of participating institutions • Designate institution as IHEC Administrator • Establish annual plan, budget, and schedule • Determine qualifications, hiring of Executive Director • Standing committees – Data Access and Use, Technical, Data Elements, and Report Development

Illinois Higher Education ConsortiumData Access and Use • For audit or evaluation or education research, in a manner permitted by FERPA (the overarching principle) • To an authorized representative (such as IBHE, ICCB) for improvement of instruction • To an individual or organization to undertake education research (such as faculty who have been approved for research through the Data Access and Use committee) • To participating institution where a student has enrolled or was previously enrolled
ISEG Data Collection • Fall 2011 • Same elements and submission format • Public data will be archived at NCSA • High School to College Success Report • IHEC to replace ISEG
