Completed activities • Editorial committee developed the report framework and tentative contents of each chapter. • Workshop to contribute to the report framework and chapter contents • Recruited national experts to write each chapter (2/2010) • Workshop to identify priority issues (22/3/2010)  Report results to the 5-year plan working group • National experts write chapters, analyze the situation and propose solutions • Workshop on situation analysis, recommendations and solutions (11/5/2010)  Report results to the 5-year plan working group (short-term (2011) and medium term solutions- 2015) • National experts continue to revise chapters, focusing on recommendations (23/4 to 1/6/2010) • Completed drafts of all chapters (1/6/2010) • Editorial committee begins to synthesize the chapters, write conclusions, recommendations and other contents.

Next steps • Editorial committee compile all chapters into the JAHR 2010 report (15/6/2010) • Update data, newly issued legal documents. • Send the full report to MOH departments, 5-year planning group, MOH leadership and members of HPG for comments (20/6/2010). • Workshop on JAHR’s role in monitoring and evaluation in the health sector; Monitoring and evaluation indicators (tentatively: 21/06/2010) • Revise the report after receiving comments from the leadership of the MOH, departments and other stakeholders.  Send revisions to 5-year plan working group. • Submitto the leadership of the MOH for approval of the report (15/08/2010) • Translate, edit English version • Print JAHR report (English and Vietnamese) (10/2010) • Disseminate the report (CG, send report to units/ individuals, MOH website, WHO, AP, …)

  4. Comments • The overall report, following the Health system framework of the WHO, includes 6 building blocks. The report framework and all chapters are designed appropriately • JAHR organization is scientific and increasingly experienced: • Identifying priorities • Solutions (short-term, medium term) • Recommendations • Monitoring and evaluation indicators • Recruit good consultants with experience • Discuss, ask for comments from specialists is highly effective • Process of consultation is expanding and effective. Many top national experts of the Ministry and related sectors are participating. • Members of the HPG are participating more actively • Finance and logistics are guaranteed • Coordinating group works well, has gained considerable experience

  5. Linking to the 5-year planning process Both are coordinated by the Department of Planning and Finance Links between staff working on the JAHR and the 5-year plan Links between consultants and HPG members (EC, WHO,…) Appropriate timing of events between the two groups Unified JAHR report framework and 5-year planning framework Regular sharing of information, timely, in both directions between the two groups Activities of the JAHR involve participation by the 5-year plan working group.
