  2. The Effect of Raids on the Community A little girl is separated from her mother during the 2007 New Bedford raid.

  3. Effects of Workplace Raids • ICE targets non-criminal immigrants. • US citizens & people with legal status are affected. • Families are separated. • Local legal, educational, and social service providers are overburdened. • Community is affected for a long time.

Raids in 2008 • Laurel, Mississippi (August) 600, 9 kids • Annapolis, Maryland (June) 45, raid included 10 private homes • Pottsville, Iowa (May) 400, detained in stockyard • Houston, Texas (April & June) 186 mostly mothers • Mt. Pleasant, Texas (April) 45, 400 in 5 states • Van Nuys, California (February) 138 undocumented; over 100 USC and LPR detained All of these raids occurred after ICE adoption of Federal Guidelines, in November 2007

  6. Lessons Learned Things that immigrants need to know/have prior to an event: • Emergency plan for children • Contingency financial plan • Knowledge of their rights • Contact information for legal services • Compilation/memorization of important documents and numbers

  7. Lesson Learned Cont. Actions for the immigrant service community prior to an event: • Establish relationships with local law enforcement, community leaders, and community leaders. • Develop a rapid response team • Create clear roles and a central coordinator • Implement strategies aimed at immigrant individuals and families • Establish and develop media contacts and a media strategy. • Be prepared to document everything that happens in an enforcement event.

Components of ISNA Preparedness Plan Purpose • To ensure timely, effective, and continued service delivery to individuals affected by raids and their families • To prevent family disintegration Scope Focus primarily on worksite raid preparation. Strategies could also apply to other enforcement scenarios (i.e. home raids, CAP)

Proposed Objectives Working Objective Prepare immigrants and the larger community to effectively respond to enforcement so that: • Individuals/families know what to do if they are targeted • Social service agencies can administer assistance • Vehicles are in place to inform the greater community

  10. Strategy • Provide toolkits and training materials to prepare individuals and service providers • Develop coordinated response plans for ISNA members and the greater immigrant community

Response Plan • Identify key stakeholders (social, legal, basic needs, educational, and immigrant services; law enforcement; local and state agencies; media; immigrant community) • Assess resource capabilities/ limitations • Maximize capacity via business continuity planning and MOUs • Draw on the Incident Command System (ICS) to coordinate efforts between diverse service providers and agencies

Call to Action • Be part of a focus group • Distribute toolkit materials • Volunteer for the Response Team • Monitor Local Policies and Legislation • Support National Legislation “The Protect Citizens and Residents from Raids and Detention Act (S. 3594)” - KennedyAccess to Counsel/attorney; Access to Telephones; Protection of Community Institutions; Protection for workers during immigration raids;Requires DHS to treat immigrating detainees humanely;New alternatives to detention and new parole opportunities; and Requires DHS Accountability:(a) Reporting deaths (b) I.C.E. Ombudsman position (c) Reporting current practices
