STATUS OF ACTIONS • SAE AMS 2759/11, Stress Relieving Standard For Ferrous Alloys • Got SAE Approval • Participation In Standards Organization • Member of ASTM • Committees B09 (Powder metal), B21, E14 (Adhesives), D30 (Composites), E49 (Materials Data) • Member of SAE • Approval of NASA Proposed Standards • New JPL Chief Engineer, Brian Muirhead, Appointed. Will be JPL ITA and Head Of EMB. • Fracture Control Handbook for Spacecraft Composite Structures • Reactivated To Convert To NASA Standards Format
STANDARDS DEVELOPMENT • SAE Stress Relieving Standards (SAE AMS 2759/11) • Good News For This Standard. SAE AMS 2759/11 For The Stress Relieving Of Ferrous Alloys Has Been Approved by AMEC And Was Balloted AT Committee E (Carbon and Alloy Steel). Just Attended Committee E Meeting In San Diego From 9/28-9/30/2004. The Standard Is Approved. There Will Not Be Any More Balloting. The Only Thing We Need To Do Is To Work With SAE On Proper Format. • The Miscellaneous Material Specification Was Well Received by AMEC. The Chairman, Bib Steffen, Is Requesting That If Anybody Has Additional Materials To Be Included, The Information Be Forwarded To Us. Then We Will Begin The Balloting Process For The Draft To AMEC. Hopefully, The Balloting Will Occur At The Next AMEC Meeting In 10/2005. • Fracture Control Handbook for Spacecraft Composite Structures (NASA-HDBK-5016) • The Handbook Was Prepared By James Chang of Aerospace Corporation Using Aerospace Format • Sent A Completed Draft Copy Of The Handbook And A Resolution Matrix In CD Form To Paul Gill For Him To Distribute To All NASA Centers For Review And Comments. • Was Requested to Convert to NASA Format. Mr. James Chang Has Agreed to Take On The Conversion Task. It Requires Additional $7K Funding.
STANDARDS DEVELOPMENT(continued) • Revise NASA-HDBK- 4002, Improved Spacecraft Charging • Due To The Passing Of The Task Manager, Dr. Robb Frederickson, Dr. Hank Garrett Has Agreed To Manage This Task With The Help of Al Whittlesey And Dave Brinza • Whittlesey, Garrett And Brinza Are Experts In The Field Of Spacecraft Charging. Hank Garrett Was The Person Who Prepared The Original NASA-HDBK-4002. • Prepare NASA-HDBK-7008, Handbook For Spacecraft Structural Dynamics Testing • Dennis Kern Is The Task Manager. • Dr. Terry Scharton Who Retired Last Year Will Prepare The Handbook. Terry Is An Expert In Structural Dynamic Testing. He Was The Task Manager Of The Task, “Advanced Structural Dynamic Test Methodology” • Radiation Effects On Non-electronic Materials Handbook • Analyzing Data

JPL ITA APPROACH TO TECHNICAL STANDARDS • Chief Engineer Is The Technical Authority (TA) For Engineering Matters At JPL • Brian Muirhead Was Recently Appointed Chief Engineer • The TA Has The Authority, Responsibility, And Accountability To Establish, Monitor, And Approve Technical Requirements, Products And Policy • The Independent Technical Authority (ITA) Is A Function Within The Role Of The TA • Provides Checks And Balances On The Execution Of Technical Work Conducted In Support Of Mission-related Programs And Projects • Organizationally Do Not Report To The Product Line Management • Have a Direct Line To The Agency’s TA Via The Warrant Without Going Through Programs • Able To Charge To An Agency Service Pool Account (Being Worked For JPL)

JPL ITA APPROACH TO TECHNICAL STANDARDS • Flight Project Practices (FPP) And Design Principles (DP) Set The Standards For All Work Done At JPL • Project Support Office Is Responsible For FPP And DP And The Compliance With Them • All Projects Are Required To Show Compliance Checked Through Assessments • Red Teams (Independent Review Teams) • Appointed By The ITA To Perform In-depth, Independent Technical Assessment Of Key Technical Issues In All Aspects Of Flight Project Effort • Standards Change Authority • Exceptions/Deviations Or Waivers From FPP And DP Require Risk-focused Technical Justification, Clear, and Unambiguous Documentation • Changes To FPP And DP Undergo A Broad Evaluation Process With Inputs From Project Manager, Engineering Line Management, And Safety And Mission Assurance Personnel • Requires Approval By The Responsible Director For, Director For Office Of Safety And Mission Success (OSMS) And The Associate Director For Flight Projects and Mission Success (FPMS)

JPL DESIGN PRINCIPLES CONCERNING THE USE OF STANDARDS(JPL D-17868) • The Requirements Of This Document Apply Equally To Spacecraft And Major Payloads And Instruments. • Flight System Design • Safety • All Elements Of The Flight System Shall Adhere To The Applicable Design Requirements Of JPL Standard For System Safety (D-560) • Design Philosophy • Use Of Standards - Industry And JPL Standards (H/W And S/W) Shall Be Considered In All Areas Of The Design To Reduce Cost/Risk E.G. Consultative Committee On Space Data Standards (CCSDS). When Deviation From Standards Is Necessary And Risk Is Consciously Accepted, These Risks Shall Be Included In The Significant Risk List • Interfaces • Use Of Standards - Standards Shall Be Utilized In Defining HW/SW And SW/SW Interfaces Between The Flight Systems And The Ground, Between Flight Systems And Within A Flight System E.G. CCSDS For Telemetry And Command.
JPL DESIGN PRINCIPLES CONCERNING THE USE OF STANDARDS(CONTINUED) • Flight Software System Design • Use Of Standards - Flight Software Shall Employ Appropriate Laboratory Standards In Interfacing To Ground Subsystems Or Other Spacecraft Subsystems - E.G., CCSDS For Telemetry And Command. • Note: For Flight/Ground Interfaces, The "Appropriate Laboratory Standards" Should Be Specified In An Interface Control Document That Specifies Each Interface. This Makes Each Interface Implementable, Testable, And Usable.
