Conclusion • PPHCA shifted labor demand: Hawaii’s employment characterized by much higher percentage of workers with 16-19 work hours compared with US. • This may also explain why unemployment rate is lower in Hawaii. • Work sharing increase social welfare • PPHCA lowered the percentage of the uninsured • But only for those who are working more than 20 hours. • These results are robust after controlling for Hawaii specific demographic and socio-economic characteristics.
