Research conducted by the University of Hawaii, Social Science Research Institute in collaboration with the Hawaii State Department of Health, Hawaii Institute for Public Affairs/Hawaii Uninsured Project and the Hawaii Health Information Corporation.

PPHCA of 1974 • PPHCA-1974: requires all employers to provide health insurance for workers • Exception: • Part-time workers working less than 20 hours per week • Low-earning workers earn less than 86.67 times minimum wage per month ($6.25 x 86.67=$542) • Government employees, self-employed, commission-only workers, seasonal workers Preliminary results. Conclusion • PPHCA shifted labor demand: Hawaii’s employment characterized by much higher percentage of workers with 16-19 work hours compared with US. • This may also explain why unemployment rate is lower in Hawaii. • Work sharing increase social welfare • PPHCA lowered the percentage of the uninsured • But only for those who are working more than 20 hours. • These results are robust after controlling for Hawaii specific demographic and socio-economic characteristics.
