EETS – from babyhood to adolescence The Long and Winding Road to Inter-operability – with milestones… Directive 2004/52/ECfor the European Electronic Toll Service (EETS) 04 Decision 2009/750/EC, defining EETSand its technical elements Deadline, set fot Member States in the DirectiveProgress. Step-wise approach suggested " (COM [2012] 474) 09 REETS Project started in September with TEN-T funding REETSdelivered across 8 Member States? EETS Directive revised? Oct 12 13 120 16 EETS achieved? If EETS had an age – it would be a teen-ager soon!
Is there really room for EETS? • Voices in the market say: „Too much risk and complexity, too little reward” • „No business case „– say the EETS Providers • „No Regsitered EETS Providers come to register” – say the Toll Chargers • New national schemes come to life, largely ignoring the principles of EETS • If the above is true, why do we need EETS, all together? I need to get quickly a HU-GO box, a GO Maut box, a Telepass box, an TIS PL box, a Via-T box, and a Via Verde box, to pay all tollsalongtheway! Well, we need EETS because of these guys! REETS - the State of Play for AETIS 9 out of 12 AETIS members participate in the REETS Project, along with Toll Chargers in 8 Member States
What can we learn from the REETS Project? • The REETS Community has been founded and functions well • With the REETS Project we have triggered a huge change process • Spreading acquired experience through the REETS information platform • Amendment of the regulatory frameworkneeded to clear the way Key issues are: • The Registration Procedure is still „over-weight” – the example of AGES in Germany • Member States confuse the Registration procedure with Accreditation • Pan-European coverage & time limit (24 months)requirement needs revision • Non-discrimination between EETS Providers and National Providers • Need for Pan-European inter-operability management and Central Conciliation Body • Link to other Directives – e.g., Payment Services Directive – danger of banking license! • Financial and Technical Risks – the Ecotax and Belgian e-toll examples; the GNSS angle • Explicit principles for fairremuneration &cost allocation among key actors must be defined
