  2. 2 What is “City without Violence”? “City without Violence” (CWV) is a unique multi-disciplinary program, designed to confront all kinds of anti-social behavior, violence, delinquency and crime in cities and municipalities.

  3. 3 The Vision Vision Morasha hopes to expand the scope of its activities to reach a full 10% of the Diaspora Jewish student population -- and to bring them all to Israel in the context of an ongoing Jewish educational program. Creating a municipal atmospherethat: Encourages tolerance, dialogue, negotiation, human rights and dignity and Rejects breaking the law, violation of human rights and using illegitimate power of any kind

KEY PRIORITIES GOING FORWARD About the program Since 2010 The program is implemented in 80 municipalities in Israel 2006-2009 Embraced by the government of Israel as a national program run in 11 additional cities. Since 2004 Developed in Israel and successfully implemented in the city of Eilat EMEA PMO – Isik Van Huizen Includes a theoretical model, methodology and comprehensive tools for coping with violence

The Need • Personal security is a key element in people’s definition for quality of life • A top issue electorates demand to be improved • Currentfailurein dealing with violence is due to: • Little prevention (mostly after event intervention) • No integration of means and tools (e.g. welfare, police, education domains try to address violence independently) • Mistaken educational concepts (e.g. loss of adult authority) • Coping and reducing of violence saves money(ROI - Return On Investment)

Program Goal To create a coordinated and effective mechanism throughout the city, based on the widest scope of partnerships and cooperation possible in order to: • Strengthen the sense of personal security among citizens • Prevent and minimize the local phenomena of violence • Pose an effective method of confrontation when it does occur

  11. Program Basic Assumptions • Complexity - Violence and delinquency are reoccurring and multi-dimensional, complex phenomena. As such, they require reoccurring, multi-dimensional and complex solutions. • Societal reaction - Violence is a phenomena which occurs as long as it is enabled and endured. • Partnerships - “It takes a village…” • Wide Context – Analyzing & Intervention within the context of violence • Building the community – A strong community will reject violence

Guiding Principles • Wide cooperation between a large number of authorities in the municipality • Involvement in a wide scope of relevant subjects, fields and scenes • Zero tolerance to violence • Effective and unambiguous response • Restoring adult empowerment and educational discipline • Strengthening the municipal sovereignty and the rule of law • Focusing on comprehensive and firm prevention • Creating a shared, city-wide, unified language on the subject
