GHG Inventory • BAR has received numerous requests for GHG data • Decisions are being made on climate change issues • Informed decisions can be made with accurate data • Prepare for mandatory GHG reporting • Congress directed EPA to require mandatory reporting in December 18, 2007 appropriations bill • Draft rule in 9 months • Final rule in 18 months • Funding in question

  5. GHG Planning Inventory Overview • From 1990 through 2025 • EPA’s State Inventory Tool Methodology with Targeted Improvements • Time Frame • Started in mid – November, 2007 • March 15, 2008 - draft inventory • June 30, 2008 - completed inventory

  6. GHG Planning Inventory - Sectors • Energy Supply • Transportation • Residential, Commercial and Industrial • Land Use - Agriculture and Forestry • Waste Management • Power Consumption for all sectors

  7. GHG Point Source Inventory • Direct actual GHG emissions at the permitted facility. • No indirect emissions such as electricity consumption or transportation • GHG emitted in calendar year 2007 only. • Requesting forms be returned by June 1, 2008.

Sources emitting 10,000 tons CO2 equivalents Should capture >95% of GHG emissions from currently permitted facilities.

GHG Point Source Inventory - Methods • Continuous emissions monitoring – Acid Rain Sources • Stack tests – Combustion Sources • Material balance - SF6, HFCs, and PFCs • Emission factors – AP-42, EIIP, etc, for CO2, CH4 and N2O • Vendor-supplied factors • Engineering estimation Use KDHE forms, the web inventory system cannot accept GHG emissions.
