Iowa Background 2009 SLDS Grant – K12 Focus 2012 SLDS Grant – Postsecondary Focus • Project Team – 4 FTEs • K12 • Community Colleges • Regents • Workforce 2-Step Matching Process SLDS Webinar 5/21/14
Step 1: Unique IDs eScholar – 2004 State Law: • All IHEs that accept federal financial aid must STORE the K12 StateID Began providing StateIDs to Community Colleges and Regents around 2010-2011 Private IHEs do not participate at this time SLDS Webinar 5/21/14
StateID Process IHEs send annual file after their academic year ends (May/June) • Provides student name and DOB K12 runs PS students through eScholar system K12 returns StateID to IHE IHE stores K12 StateID for future matching SLDS Webinar 5/21/14
Step 2: Postsecondary Matching K12 sends IHEs file of StateIDs for all cohorts they want data on – includes non-grads IHEs pull enrollment, awards, and remediation data for those StateIDs Return file loaded into SLDS Upon receipt, all StateIDs are replaced with a GUID De-identified files can still be linked Crosswalk access limited to IT/ETL staff only SLDS Webinar 5/21/14
Participation Driven by America Competes Act – foundation for MOUs Regents used to send a limited High School Feedback Report (HSFR), so they also wanted to “help” K12 • Embellished HSFR = Phase I of SLDS Regents interested in research potential (Phase II) Community Colleges expressed interest in remediation/developmental coursework SLDS Webinar 5/21/14
Data Use and Governance SLDS housed at Department of Education Regents will overwrite their files each year with updates Data ownership/control protected Owners have veto power over their data Process for data requests (Phase II) SLDS Webinar 5/21/14
Where We Are Today StateID matches complete for 2009, 2010, 2011 and 2012 K12 Cohorts – 2013 in progress Those IDs are stored by: • Community College • Regents • **Workforce** – same model, but inverted since the process has to start with K12 Regents data has been loaded for these cohorts into the SLDS SLDS Webinar 5/21/14

KCEWS Background • Independent state agency • Authorized in statute to collect and link data from all levels of education and workforce • Develop state-level metrics • Evaluate and conduct research on education, training, and employment/workforce • Inform decisionmakers SLDS Webinar 5/21/14
Kentucky’s Data Linking System • Receive identifiable data from all of the sources • Cascading sets of algorithms identify potential matches based on available data elements • Exact matches, fuzzy logic, common typos • Maintain historic records of previous names, identifiers • Manual review of possible exceptions • Primary matching elements include Name, DOB, SSN, agency ID numbers, Gender, Ethnicity SLDS Webinar 5/21/14
Why Kentucky Links Data • Better Metrics • Actual college-going numbers instead of self-reported plans • Ability to disaggregate rates by different types of students or preparation strategies • Compare high school to college performance at a subject level • Remediation, college credits earned, college grades • Expanding beyond postsecondary to include employment • Link teacher preparation to student performance SLDS Webinar 5/21/14
Kentucky’s High School Feedback • Reports by school, district, and region • College going (in/out of state) • College readiness • HS and college grades comparisons by subject • College credit hours earned • Persistence to the 2nd year of college • School-level data file available SLDS Webinar 5/21/14

Adult Education Outcomes Reports Track high school dropouts who complete high school academic credentials through adult education • Postsecondary matriculation (NSC data) • Workforce outcomes WorkReady and other programs Linkage through State Student Identifier and SSN • All academic adult education students matched with or assigned State Student Identifier by DOE • SSN used for matching with DOL UI database SLDS Webinar 5/21/14
Wage Outcomes Reports Public website Links graduate records with wage records Provides information to address questions • Do program completers get jobs in Maine? • What do those jobs pay? • How do wage and employment outcomes vary by degree and area of study? Stakeholders – General public, high school guidance counselors, postsecondary programs and researchers, policymakers SLDS Webinar 5/21/14
Linking K12 Student Data with Postsecondary Data Montana Office of Public Instruction SLDS Webinar 5/21/14
Data Matching Postsecondary data from the MT Office of the Commissioner of Higher Education (OCHE – only Montana Colleges and Universities – currently no tribal colleges) K12 data from the MT Office of Public Instruction (OPI) • There is a collaborative agreement between the two institutions • There is currently no common identifier. Data are matched on name/birthdate/high school/etc. at OPI. Data owned by OPI • In the future, the colleges will receive the OPI common identifier through a high school transcript solution • We are working on a transcript/transport for all the high school level data – Spring of 2015 SLDS Webinar 5/21/14
Data Methods Frequency of Matching • Yearly – done in the fall/winter of each year Currently, only MT HS students are tracked • To Montana University System Schools via OCHE data • To other colleges and universities via the National Student Clearinghouse – We have the Student tracker reports available • We have the ability to track HS dropouts • Dual enrollment is a future direction we hope to track/include in high school feedback reports SLDS Webinar 5/21/14
Data Uses All matched postsecondary data goes to OPI’s SLDS “GEMS” in the “College Readiness” domain • http://gems.opi.mt.gov/CollegeReadiness/Pages/Overview.aspx • There are both public (state level) and private (county, district, and school level) “High School Feedback Reports” • Currently, we have aggregate capture rates and remediation rates for students in the Montana University system • We will build in retention rates (based on credits achieved) in the immediate future • NSC student tracker reports are also available • Other future directions • Classes taken and grades made in postsecondary and high school • Assessment scores • Postsecondary graduation SLDS Webinar 5/21/14
Data Uses SLDS Webinar 5/21/14
Data Uses We have an Interagency Data Governance Council to collaboratively manage, link and analyze K-20 education data. • Came up with research directions for this merged data. SLDS Webinar 5/21/14
Research Directions Determine the definition of college readiness and assess which HS factors are associated with college readiness. Enhance the High School Feedback report to include some course results (e.g. explore the relationship between HS English/Math courses taken/grades and grades in postsecondary English/Math). Assess the impact of the state’s school turnaround efforts such as the School Improvement Grant schools and Schools of Promise in making their students ready for college. Assess the impact of educational programs that such as International Baccalaureate curriculum, AP classes, Digital Academy courses, etc. Assess the effect of extracurricular activities at the high school level on graduates being college ready. Explore the relationship between student backgrounds and college remediation as well as how placement in these courses affects student’s graduation status. SLDS Webinar 5/21/14
