Inclusion International • Inclusion International is a Human Rights worldwide agency of national non-government organizations (NGOs) working in partnership at supporting, representing & advocating for and with children and adults with intellectual disability and their families. Inclusion International promotes shared values of respect, diversity, solidarity, human rights and inclusion for all people with disability.
Background • 1998 – NZAID (then NZODA) identified Disability Issues as one of four key priorities • 2000 –First individual disability Survey conducted in Samoa for Min. of Education • 2001 – Fiji meeting organised to progress recommendations from 1998 – Samoa survey model shared • 2001 – “Disability in the Pacific” project initiated by Inclusion International, Asia Pacific with support from NZAID Regional Health Programme
Process • IIAP invited to share survey design • Survey Advisory Committee established • Survey Advisory Committee adapt IIAP survey form, determine method of coordination, identify surveyors/enumerators and set & source a budget • Interviewers/enumerators trained in cooperation with IIAP • Survey conducted & survey form completed for each individual • Survey forms entered into database • Data analysed in cooperation with IIAP • Next steps/priorities determined by key stakeholders
Some general benefits as a result of the survey…. • PWD more visible and some new groups for people with disability have formed • Parent support groups beginning • Teachers, health workers etc. receive training re: disability issues • Cooperation between stakeholders to progress results • Equipment needs identified and actioned where possible • Inclusive Education being developed • Work & vocational options being developed • Advocacy work developing & dynamic!!
Cook Islands • National Policy on Disability developed • Special Education Policy & Adviser • Students with disability attending regular school • Equipment delivered • Disability Action Team coordinating implementation of the Policy • Visiting specialists using database info
Samoa • Survey Committee now Disability Task Force – cabinet paper to recommend desk in the Office of the Prime Minister • MOH & MOE collaborate to do Epilepsy brochure for all teachers • Family Empowerment workshops conducted & parent support groups started • Equipment needs identified and some equipment delivered • People First group ( for people with intellectual disability) started by NOLA • Inclusive Education developing • NUS – compulsory IE for all teacher trainees
Early Intervention Team established • Samoan sign language developed and taught in villages (manual written) • Samoa assisting Tonga with Survey • Samoa census now includes disability identification
Solomon Islands • Survey Committee formed (DPSC) • Cooperation between Statistics & CBR for Survey • Teacher training in Special Education at SICHE being delivered • Red Cross school promoting Inclusive Education • Equipment needs identified
Tonga • Survey Committee formed (DACTION) • People with Disability group formed • Being supported from Samoa by NOLA • Pilot survey begun • Students with disability being included in school sports etc.
Vanuatu • Pilot carried out in Tafea district – national survey being organised • Fieldworker training held and manual developed • Special Education Adviser appointed • Special Education training at Teachers College • Equipment needs identified
Kiribati • Survey Committee have completed the national survey. • Workshop held with key stakeholders to discuss survey results and set priorities. • Te Toa Matoa, hosted survey & continue to develop acting & music talents, development of WWD, vocational centre • Equipment needs identified & sent over • Rehabilitation Unit established
So…how have/can the survey results been used to benefit people with disability and their families? • Planning • Education – How many cwd? How old? What are their needs? How many teachers do we need? What kind of training do they need? How do we use specialists? How do we involve parents/family/community in the education process? How do we use this info to promote Inclusive Education? • Health - What kinds of health issues are emerging? What can be prevented? Who needs surgery? Medication? • Social Welfare, Access, Community Participation, etc.
