BACKGROUND OF NATIONAL REGISTRATION DEPARTMENT MALAYSIA • A department under the Ministry of Home Affairs Malaysia (MOHA) • Established since 1948 • Register vital events such as births, deaths, adoptions, marriages and divorces. • produce identification document in the form of identity card to eligible person

NATIONAL REGISTRATION DEPARTMENT MALAYSIA THE AMENDMENT OF ACT 299 • New and Amended Provisions: • registration period is extended from 42 days to 60 days • for death situation, the registration period is extended from 24 hours to 7 days • registration and issuance of certificate of Presumption of Death • empowering the enforcement for offenses • Power to investigate • Penalties for offenses under the Births and Deaths Registration(Amendment) Act 2017 is RM1,000 and RM20,000 Prison: not more than 3 years

NATIONAL REGISTRATION DEPARTMENT MALAYSIA THE REGISTRATION OF BIRTHS AND DEATHS ACT 1957 (ACT 299) Part II Section 7 (1) “subject to the provision of this Part, the birth of every child born in Malaysia shall be registered by the Registrar for the registration area in which the child was born by entering in a register in duplicate in manner prescribed such particulars concerning the birth as may be prescribed; and different registers shall be used and different particulars may be prescribed for livebirth and stillbirth respectively”

11. PROCESS AND PROCEDURE Informant go to the nearest National Registration Department Registrar will register the birth through online Birth System (i-JPN) Deliver baby in hospital Registrar will issue a birth certificate and MyKid (child identification card)

PROCESS AND PROCEDURE Submission of application by the informer to the nearest National Registration Department Registrar will register the death through online Death System (i-JPN) Endorsement of Death by Medical Practitioner or Police - burial permit (Hospital/Home) Registrar will issue a Death certificate

REGISTRATION OF DIVORCES (UPDATE MARITAL STATUS) • Divorce proceedings are at courts and certificate of divorce issued by • the court • In specific cases, couples are required by law to go through • reconciliation process with NRD’s Marriage Tribunal • NRD will issue official notice to confirm that the couple cannot • be reconciled which will be submitted to the court • Copy of divorce certificate is forwarded to NRD for update

Implementation steps • Status of National improvement plan • To address various challenges in capturing vital information of all individuals in the country largely due to geographical, resource and communication barriers • Improve reporting of COD – ICD and ‘verbal autopsy’ • Developed an integrated system between related government agencies involved with national CRVS (NRD-MOH : birth registration / NRD-RMP: death registration) • Centralized registration system of birth and death to ensure accurate and complete record • National focal point have been identified and appointed First Meeting of the Regional Steering Group on CRVS in Asia and the Pacific
