  5. WEEE Dir.-Product Design • Member States • Encourage design and production to facilitate dismantling and recovery • Ensure design features don’t inhibit reuse and recycling • Restrictions on Hazardous Substances • electrical and electronic equipment

  6. ROHS • New EEE does not contain lead, mercury, cadmium, hexavalent chromium, PBB, or PBDE • Establish maximum, tolerable concentration values • Consider if elimination or substitution is technically and scientificaly impracticable, or impacts environmentally unsound

  7. WEEE Dir. - Separate Collection • Member States shall ensure: • WEEE returned from private households free of charge, including distributor take back • Producers (or TPO) provide for collection • WEEE collected is transferred to authorized treatment facilities • Minimum rate of separate collection of 4 kg/inhabitant/year from private households

  8. WEEE Dir. - Treatment • Producers (or TPO) to provide for treatment of WEEE • Permit • Inspection-once a year • Type and quantities of waste • General technical requirements • Safety precautions

  9. WEEE Dir.-Recovery • Producers (or TPO) to provide for recovery of separately collected WEEE- individual or collectively • Priority to be given to re-use • By 12/31/06 • Rate of component, material and substance re-use and recycling minimum set • Reporting

  10. WEEE Dir.-Financing • Producers provide for financing of collection, treatment, recovery and disposal for users • Each producer responsible for new products-individually or collectively • Historic waste-responsibility of all producers • Producer supplying by “distance communication” also responsible

  11. WEEE Dir.-Public Information • Member States responsible for educating consumers about • Collection • Responsibility • Potential impacts • Labeling implications • Producers responsible for label denoting separate collection requirement

  12. EU-Current Status • Member States-1 ½ years to adopt WEEE Directive • Many Member States have adopted some type of legislation ranging from ARF (visible and invisible), EOL, mandatory take back • 11 countries have mandatory electronics recovery laws
