Illinois’ Financial Chill Continues, Even in the Spring! • The State faces a huge pension deficit and backlogged bills. • The Governor’s proposed budget showed a $4.5 million budget shortfall for supportive housing. • An assertive, proactive advocacy strategy is critical! All the way! to the last day!!

  5. State Issues to Follow: • The FY 2014 Budget We needmaintenance of current funding andanaddition of $4.5 millionfor programs starting in FY 13 and FY 14. The total “ask” is $28.5 million. • Medicaid Expansion - HB 106 and SB 26 These two identical bills propose to expand Medicaid and extend benefits to people with incomes up to 133% of federal poverty. Many more of our clients could obtain health care benefits.

  6. More State Issues to Follow: Debt Restructuring - HB 374 Amendment #1 • Increases the general obligation bond debt limit by $2,500,000,000, • Proceeds from the additional bonds sold would be used to pay backlogged bills from human service providers. • Up to $2,000,000,000 in sale of bonds will be prioritized for payment to Medicaid providers, permitting the State to bring in addition federal match. • Will most likely end up as an amendment to an existing or “shell” bill. • Has 28 Co-Sponsors in the House, including Leadership! Ask your Legislator to support this bill (or this concept) because you want to get paid, and paid in a timely manner!

  7. More State Issues to Follow: Homeless Bill of Rights - – SB 1210 • Creates the Bill of Rights for the Homeless Act. • Proposes a listing of rights of homeless persons. • Permits the Court, in any civil action alleging a violation of the Act, to award injunctive and declaratory relief, actual damages, and reasonable attorney's fees and costs to a prevailing plaintiff (the Homeless Individual). • Defines "housing status" as the status of having or not having a fixed or regular residence, including the status of living on the streets, in a shelter, or in a temporary residence. • This Bill has passed the Senate. It is sponsored in the House by Rep. Emanuel Chris Welch, with Co-sponsors Reps. LaShawn Ford and Art Turner. Ask Your legislator to support SB 1210 as it moves through the House of Representatives.

News on the Federal front • The President’s budget proposes a 13% increase in McKinney-Vento funding. • Sequestration cuts have begun to be implemented. • Sequestration, according to HUD, is not expected to affect: • Tier I and renewal projects this year. • Tier II and new projects this year. • Sequestration has already begun to affect the Section 8 Program

It’s still a new Legislature We have 42 new Legislators this Year. • 16 new Senators, 26 new Representatives • Multiple incumbents serve in newly-drawn districts Have you met with your Lawmaker yet? • Have you helped them to learn about supportive housing? • Have you asked them to speak to their Colleagues on the Senate Appropriations I or House Human Services Appropriations Committee about full funding ($28.5 M) for supportive housing? (See Committee Lists in your folder)

  10. What do we need to do? • Communicate with your Legislator!! Thank them for serving, explain supportive housing to them and ask them to support full funding in FY 2014. • Use the SHPA Legislator Orientation materials to help with your outreach. • Offer them the opportunity to watch the video “Vote Yes for Supportive Housing” at www.shpa-il.org. • Ask them to speak with their Colleagues on the Senate Appropriations I and House Human Services Committees about the need for $28.5M for Supportive Housing in the FY 2014 Budget.

  11. What do we need to do? Continue to: • Keep focus on the FY 2014 budget! Ask your legislators to support full funding for supportive housing-$28.5 million. • Stay plugged in to Advocacy Alerts through the end of Session (May 31, 2013) and support - Debt Restructuring and prompt payment to service providers (HB 374) - Medicaid Expansion (SB 26 and HB 106) - The Homeless Bill of Rights (SB 1210)

  12. What can you do right now? • Call the Chairs of the Senate Appropriations and House Human Services Appropriations Committees right now, during the Meeting Break.
