Contexte Institutionnel ( Projet National de Réforme administrative (1995) en cours, Refonte de la nomenclature budgétaire, refonte des procédures budgétaires et comptables); Contexte technologique ( Absence d’un Plan directeur d’informatisation d’ensemble du MEFBP, contrôle partiel par la DG Informatique du rythme d’informatisation au sein du MEFBP); Pression;

    15. 15 Projet Crystal (1999): enlisement de l’exploitation du Progiciel One World ( Budget – DGCF – TRESOR) en 2001; Suspension du Projet en 2002 ; Réactivation des applications antérieures à Crystal; Mise en place de SII en Mai 2002; Déficit en management de Projet ( organisationnel, méthodologique, transfert des compétences, et prise en main des utilisateurs); Produit One World de J.D Edwards (nouvelle technologie pour les informaticiens et adaptation difficile à la Phase comptable ); Disponibilité des Ressources Humaines affectées au Projet ou sollicitées pour les besoins du Projet; Disponibilité des Ressources financières; Adhésion des utilisateurs au changement; Projet SII ( Mai 2002; Janvier 2003: mise en exploitation de One world DA-Xe);
