House of Commons Activity! • You will act as a miniature version of the house of commons when they pass a bill.
House of Commons Activity! • Step 1: get into groups • Step 2: assign roles • Step 3: 1st reading • Step 4: 2nd reading • Step 5: committees • Step 6: 3rd reading, to class • Step 7: Senate • Step 8: Governor General signature
House of Commons Activity! Step 1: Get into groups of 6 Group must split into 2 parties, the ruling party and the opposition. Sit at opposite tables. Determine who will be in which group.

Role 1 • a. Idea Generator- done by whole group- generates ideas, links or adds to others ideas • Attributes?
Role 2 • b. Checker-confirms everyone agrees and understands as we move through the process
Role 3 • c. Recorder- records information and questions, procures, distributes, and returns supplies • Attributes?
Role 4 • d. Encourager- invites those who aren’t sharing to share and encourages good ideas • Attributes?
Role 5 • E. Taskmaster/gate keeper- ensures group is on task and everyone has an opportunity to contribute, notices time frames • Also acts as the speaker of the house during the activity • Attributes?
Role 6 f. Presenter- responsible for presenting material or organizing the presentation of material, ensures they have a good understanding of the material and gives an accurate reflection of the group’s work and ideas • Attributes?

1st reading • Bill is presented to the house of commons. • No discussion/debate between parties. • Members take bill “home” to study details. • Parties write a list of changes they would like to make to the bill.
1st reading The Bill: A member of the house has presented a bill to the house of commons. The bill wants to make marijuana legal. Under this bill it will now be legal for anyone to smoke, grow, sell, and possess marijuana.
2nd reading • Speaker of the house (taskmaster) moderates a debate between opposing parties. • Parties explain what they would like to change in the bill and why. • There is no winner to this debate, parties are just sharing their ideas and concerns.
2nd reading • Debate Rules: • One person speaking at a time (45sec, checker watches the clock) • Speaking alternates between parties (turns) • All dialogue goes through Speaker of the House • No name calling or putdowns • Debate is over after 20 minutes
Committee • You are now in a working committee • You will address issues raised in the debate • You will listen to pubic input (handouts) • You will make changes to the bill and re-write it for the House of Commons.
3rd Reading • Committee reads the newly revised bill to the House of Commons (presenter).
Senate • Bill goes to senate for 3 more readings • If senate does not like the bill they can kill it or send it back to the House of Commons to be rewritten. • If the Senate approves of the bill, they send it to the Governor General to be signed.
Governor General • Grants bill royal assent, the bill is now a law!
