2. What is a “Resolution”? • Resolutions are adopted at a Conference, Assembly, Council and reflect the decision of Member States • Resolution is not an instrument of the Union but contains guiding principles (instructions)  Recommendations • Resolutions invite MS & SM* to react, instruct SG and Bureau to implement the decisions of MS, invite Secretary General to act on certain areas, etc • Resolutions guide activities in ITU-T * Member States & Sector Members

3. WTSA-08 Resolutions • WTSA-08 adopted 49 Resolutions (21 New Resolutions, 27 revised and 1 unchanged) • WTSA-08 deleted (combined) 3 Resolutions • New Resolutions include: • IP, ICT and Internet related issues (IP based system, IP address, ICT&CC, ICT accessibility, Internet resources, Internet related Public Policy) • measures aimed at enhancing a greater involvement of developing countries • Creation of new Groups (technological watch, SCV, WSG, National Computer Incident Response Teams) • New studies (Conformance and interoperability testing, nomadic, exposure to electromagnetic )

11. Working Methods(Res. 1, 22, 31, 32, 35, 40, 45, 53, 66, 67, 68, 70 and 71) WTSA-08 Achievements • Most of revised Resolutions related to the Working Methods are mainly for clarifications and easy implementation. • Developed web-based tools facilitating the work of delegates, provide appropriate electronic participation or observation facilities • Creation of new Groups (Technological watch function, Standardization committee for vocabulary, accessibility for persons with disabilities, meetings for high level industry executives, workshop and seminar) • Explore more cooperation between ITU-T and academia, universities and their associated research establishments. Relation with SGs activities • Respect working methods described in Resolutions • Move to paperless meeting • Study Group to appoint permanent Rapporteur for Vocabulary • Emphasize to all SGs the importance of universal design of accessible telecommunication/ICT services, products and terminal

12. Work Programme(Res. 2, 63, 72, 73 and 76) WTSA-08 adopted the organizational structure and allocated the work to study groups • 10 Study Groups+TSAG with clear mandates • Defined the general area of responsibility for each SGs (existing Recommendations) • Requests some SGs to collocate their meetings • Nominated lead SGs in specific area of study • Study possible conformance and interoperability testing activities and the use of ITU logo Relation with SGs activities • Better coordination and joint meetings during collocated meetings, avoid duplication • Take into account the requirements of developing countries • SGs to address service definition, regulatory and infrastructure aspect to support nomadic services • SGs to develop appropriate Recommendations on climate-change • Conformance and interoperability testing

13. External cooperation(Res. 7, 11, 18, 38 and 57) WTSA-08 Achievements • As there are good cooperation with ISO/IEC, UPU and with ITU other Sectors, related Resolutions have been up-dated without major changes • New Res.57: further strength coordination and cooperation among ITU-R, T and D, • identification of subjects common to the three Sectors and mechanism to enhance collaboration. • Cooperation between ITU-T and Universities Relation with SGs activities • Active coordination with concerned external bodies, SDOs/Forums/Consortia • Exchange of information with ITU-R and ITU-D through liaisons. • Coordination between RAG, TSAG and TDAG

14. Developing Countries issues(Res. 17, 26, 43, 44, 54, 56, 58, 59 and 74) WTSA-08 Achievements • Resolution 17, 26, 43, 44 and 54 have been up-dated and re-enforced. • New Resolutions have been adopted • to request all vice-chairmen from developing countries to be charged with the responsibility to mobilize all ITU members in the region Regional groups created • to encourage the creation of national computer incident response teams, particularly for developing countries • to enhance participation of telecommunication operators from developing countries • to encourage the adoption of the necessary measures to enable new members from developing countries to join ITU-T • In order to reduce Standardization gap • Encourage developed countries to establish cooperation programmes with developing countries • Encouraging voluntary contributions towards a fund for bridging the standardization gap • Action plan for bridging standardization gap has been consolidated Relation with SGs activities • SGs and TSAG to be actively involved in the implementation of the programme set forth in the action plan annexed to Resolution 44

15. ICT/Internet issues( Res. 47, 48, 49, 52, 64, 69 and 75 ) WTSA-08 Achievements • Resolutions 47, 48, 49 and 52 have been up-dated and complemented. Resolution 51 (combating spam) has been merged in Resolution 52 • ITU-T called to play a key role in implementing the outcome of WSIS (Internet related public policy issues) • To study the allocation and economic aspects of IPv6 addresses • To invite Member States to refrain from taking any unilateral and/or discriminatory actions that could impede another Member State from accessing public Internet sites Relation with SGs activities • To continue ITU-T’s work on WSIS implementation and follow-up activities within its mandates

16. ITU-T SG Activities(Res. 20, 29, 33, 50, 55, 60, 61, 62 and 65) WTSA-08 Achievements • Res. 20, 29, 33, 46 and 50 have been up-dated. Those are the ongoing activities of mainly SGs2, 3, 17 and TSAG • Res.55 on “Gender issues in ITU-T” has been revised and completed in depth, encouraging the inclusion of gender perspective in the work of all ITU-T activities • New Resolutions on: • Encouraging countries to take measures against misappropriation of international telecommunication numbering resources • To study the necessary requirements for the structure and maintenance of telecommunication identification/numbering resources • To expedite the work on international internet connectivity Relation with SGs activities • See next slide
