The Evaluation Questions • How have government strategy documents influenced institutional strategies of universities, institutes of technology and wānanga to support the participation & success of Pacific learners? • What impact have these institutional strategies had on organisational change? • What are the perceptions of tertiary education institutions on how the TEC & other government agencies have incentivised and supported these organisational changes?
The Data We Are Gathering Documentary evidence • Government strategy documents and reports • Existing research on government strategies • TEI strategies & plans Existing datasets • TEC & MoE data Key informant interviews • Key staff responsible for support strategies
Examples of Other Relevant Literature • Ministry of Education’s Pasifika Education Plans & Monitoring reports • Tertiary Education Commission’s Pacific Peoples’ Strategy 2004-2006 and beyond • New Zealand Qualifications Authority Pasifika Strategy 2009-2012 • Research on TEC policy and responses to it, e.g. Synergia Ltd (2006) Making use: Views on the use and usefulness of the Tertiary Education Strategy 2002/7.

Informant Interviews Based on 2009 Roll Data – An approximate 50/50 split between face-to-face and phone interviews • Face-to-face: Pasifika rolls >5% (mainly Auckland and Wellington based institutions) • Phone: Pasifika rolls <5% (other regions including South Island based institutions)
