  1. GIS in Municipality of Tehran:Achievements and Failures Farshad NOURIAN, Ph.D. University of Tehran GIS DECO

  2. Keywords: GIS implementation, Municipality, analytical capability, map making, role of personnel GIS DECO

  3. Tehran as the GIS gateway into Iran • Previous relevant research to: • evaluate GIS use in local government • understand values of GIS in local government • identify factors affecting adoption of GIS in • Local government GIS DECO

  4. Tehran GIS Center’s role in GIS implementation: The objective here: • identifying those pointers which other municipalities may reflect on in order to engage GIS in their efforts with more effectiveness. GIS DECO

  5. The City of Tehran with 22 districts: GIS DECO

  6. Tehran: view to the northwest GIS DECO

  7. Tehran: view to the north GIS DECO

  8. Tehran: view to the north GIS DECO

  9. Tehran: view to the northeast GIS DECO

  10. Rising GIS awareness: • GIS role in reconstruction after the 8-year war • heavy investment on equipment and software • coordinating GIS activities by the ministries • yearly GIS conference by NCC GIS DECO

  11. TGIS Organizational Connections GIS DECO

  12. TGIS major activities: Involving the private sector and Building capacity Creation of a digital base map of the Greater Tehran • New run of aerial photography and • photogrametric mapping • 3400 square kilometers • Use of GPS for geodetic network points • UTM on WGS-84 ellipsoid GIS DECO

  13. TGIS major activities (continued): • Bringing together the Naional Oil Company and • the private GIS companies • creation of 1:2000 scale maps • within the GIS environment • Collecting and adding attributes • Access by the public • and private sectors GIS DECO

  14. TGIS major activities (continued): Use of SPOT and Ikonos images • map production at different scales • extracting information for different years GIS DECO

  15. Examples: green space vacant land GIS DECO

  16. success in map production • Sufficient budgeting of TGIS’s activities • enjoying political support • Attracting professionals in cartography • and map production fields GIS DECO

  17. Failure: Indifference toward using the full capacity of GIS (analytical capabilities) • Lacking vision in creating the infrastructure for • urban planning and urban management • staffing TGIS mainly with cartographers • and computer hardware and software people • superficial understanding of the analytical • capabilities of GIS GIS DECO

  18. recommendations First: make it clear that • goal of GIS is to make the city function better • GIS is an integral part of the information system which • supports “services” the city provides to its citizens The analytical capabilities are far more important than the mapping functions and/or software and hardware concerns for the City Second:Create greater demand for higher-end GIS applications and analysis by educating personnel and planners who want contracts with the City GIS DECO

  19. 7th International GISDECO Conference GIS Capacity Building & Infrastructure May 10-12th 2004 Universiti Technologi Malaysia GIS DECO
