EU Leverage • Leverage is weak but hardly non-existent • Integration package on offer to Ukraine is substantial – even if it is not as substantial as the Ukrainian government would like • Financial aid is a modest source of leverage • Robust regional government is essential to access some funding streams – although unfortunately a lot of aid comes as budget support
Outlook • Not positive – recent developments in Ukraine imply that the current government’s commit even to democratic government is not as strong as it might be • Does not augur well for devolved government • Presently awkward period in relations with the EU also serves to weaken already limited conditionality • Approach of some donors will be to try and work directly with local and regional politicians rather than the central government – smacks somewhat of picking winners • Yet the big picture is important; democratic progress in Ukraine does appear to be painstakingly slow, but in the very long term things tend to move gradually in the right direction – local government reform is also part of this trend
