Contents • Introduction • Outputs • Data Sources • Quality in PCBS • Quality of Surveys • Dissemination • Energy Balance 2014
Introduction • PCBS started working on energy balance in 2004 • The balance was done for the years 2001-2014 • PCBS follows the IRES in energy statistics.
Quality in PCBS PCBS adopted many quality systems • Quality department • EFQM • ISO 9001 • NQAF • GSBPM • COP • GDDS, SDDS
Quality in PCBS Data quality controls in PCBS • Statistical quality control and quality assurance procedures • Database conditions adjust the quality procedures in statistical projects • DESAP • Reports and studies specialized in quality
Energy Surveys • Household energy survey (20 rounds/1999-2015) • Energy consumption in transport sector 2014 (conducted only once) • Some of the quality dimensions are discussed in the reports • DESAP
Energy Surveys- Methodology-Quality • Methodology: • Questionnaire • Sample Frame, Sampling Design • Fieldwork: Training Fieldworkers, Data Collection, Data Processing • Response Rates • Quality: • Accuracy: Sampling and non-sampling errors • Comparability: Compared with other surveys
Energy Surveys- Methodology-Quality • Quality Assurance Procedures: • Field workers were trained on the main skills prior to data collection. • Field visits were conducted to field workers to ensure the integrity of data collection. • Editing of questionnaires took place prior to data entry and a data entry application was used that prevents errors during the data entry process. • Data were reviewed to ensure that data were error free, while cleaning and inspection of anomalous values were carried out to ensure harmony between the different questions on the questionnaire.
Administrative Records • Compare with previous years • Compare with consumption data
Energy Balance • Big statistical difference • Work shop for the top management and all concerned persons in PCBS
Work Shop- Recommendations • Work shop recommendation: • Check with other surveys • Check with administration records • Review by the economic statistics
Meeting with PEA • The balance was delivered to them • Meeting with their representative • Change the losses for electricity from 10% to 12%
Meeting with GPC • The balance was delivered to PEA • Meeting with their representative and with the foreign trade Statistics. • New fuel type • Some modification is the imported data (reduced the statistical difference)
Dissemination • Energy data and reports are published on PCBS Website www.pcbs.gov.ps • Public use files are published to be used by researchers • Descriptive statistics are published using the accelerated data program ADP • Publish press releases in media
