The Purpose of the CIE is to advance Inter-American Dialogue on Education • Follow-up on the Summit mandates and ensure that commitments of Education Meetings of Ministers materialize into concrete actions • Serve as a breeding ground for innovative ideas and proposals • Serve as a voice for the education sector in policy development and execution within the OAS • Define multilateral initiatives and funding priorities • Prepare for Ministerial Meetings
Key Management Strategies • Develop a Work Plan • Theme / Project / status / resources/ lead/ next steps • Develop a CIE marketing plan • Leverage resources from other OAS, civil society, university, and other actors • Develop subfund funding proposal criteria and methodology • Focus on comparative advantage of OAS-policy dialogue / horizontal cooperation • Prioritize a few initiatives and give continuity

CIE Work Plan 2005-2007 PRIORITY AREA • Strengthening the Teaching Force Objective: To strengthen the effectiveness of the teaching force in member countries through teacher education, recruitment, professional development, evaluation and certification ACTIVITIES Hemispheric Project on Teacher Education – “Responses to the challenge of improving the quality of recruitment and selection, initial formation, professional development and evaluation of teachers in the hemisphere”. (Project in Year 3) Inter-American Teacher Educator network (ITEN) – “New Approaches to Policy and Practice for Teacher Educators in the Americas (Teacher Educator Seminar and Launch of ITEN, T&T – Sept. 26-29, 2006)
CIE Work Plan 2005-2007 PRIORITY AREA • Secondary Education and Workforce Development Objective: To support countries in the implementation of policies, programs, and activities in secondary education to effect a smooth “school to work” transition. ACTIVITIES Hemispheric Project on Secondary Education and Workforce Competencies – “School management and certification for the development and Accreditation of key and labour competencies at the upper secondary level”.

CIE Work Plan 2005-2007 PRIORITY AREA • Science Education Objective: To introduce and support inquiry-based methodologies to improve the teaching of science – Min IV, CIE II ACTIVITIES - Project proposal to support the inquiry – based method at the primary level (Inadequate proposal for project submitted).
CIE Work Plan 2005-2007 PRIORITY AREA • Literacy Objective: To develop in the framework of the OAS, before 2008, a study of a literacy program, which takes into consideration successful experiences in the area, in order to make progress on eliminating illiteracy in our countries. IV Summit, IV Ministerial ACTIVITIES • Cooperation activities to develop a literacy initiative Work will be continued in this important area for the 2007- 2009 term of the CIE

II, III & IV Min, ACTIVITIES • KSAN/CONARED • CIE Marketing Plan CIE On-line Quarterly Bulletin produced Work will be continued in these important areas for the 2007- 2009 term of the CIE
CIE Work Plan 2005-2007 PRIORITY AREA • Mobilization of resources, political will and inter-agency cooperation Objective: To identify and promote cooperation strategies to mobilize the public and private resources needed to provide quality education. IV Summit, IV Ministerial ACTIVITIES • Inter-Agency Meetings Work will be continued in this important area for the 2007- 2009 term of the CIE • Mobilization of resources for projects e.g. Democracy, ECCE, ITEN Some dedicated partners are: CIDA, Van leer Foundation, OUI, WB, USAID
CIE Work Plan 2005-2007 PRIORITY AREA • Civil Society Participation Objective: To promote engagement of civil society in education policy making and implementation. All Summits and Ministerials ACTIVITIES • Civil Society meetings organized and managed by the Technical Secretariat. • All projects must include civil society input.
