CRITERIA • Low-income (GDP per capita less than $900 over 3 years) • Human Resource weakness (based on Augmented Physical Quality of Life Index (APQLI) based on indicators of nutrition, health, education, adult literacy • Economic Vulnerability (involving a Economic Composite Vulnerability Index (EVI) based on instability of agricultural production, exports of goods and services, etc.
