Review and discuss training ideas, exercise planning, and support for coalition partners. Topics include hazard vulnerability analysis, epidemic updates, closed POD and Chempack preparedness, pediatric surge training, crisis standards of care, resource requests, stop the bleed program, resilience advantage training, EOP workshop, mass fatality plan review, alternate care site planning, power outage preparedness, and TEEX training.

Objectives • Review and discuss training ideas for the next grant cycle • Review and discuss exercise planning activities for the next grant cycle • Identify any planned events trainings being conducted by our coalition partners and discuss how the coalition can support those activities
The following training and exercise proposal is based upon the following: • Review of exercise after action reports • The regional hazard vulnerability analysis • Lessons learned in real events nationwide • The workplan created in conjunction with the Minnesota Department of Health Emergency Preparedness and Response (MDH EPR) and the U.S. Health and Human Services Department of the Assistant Secretary for Preparedness and Response (ASPR)
Yearly Trainings • Access & Functional Needs • 2019 – Sheltering and Support Services Requirements • Epidemiology Update • Facilitator/Controller training • Conducted prior to each scheduled exercise • Hazard Vulnerability Assessment Review • Haz Mat First Receiver training • MNTrac Refresher • Executive Update • What we have done in the past year, what we are planning for the next year • Discussion about services offered by the coalition to support facility level planning and exercise
Proposed Trainings – Closed POD and Chempack • To prepare for the Spring 2020 Coalition Exercise • To prepare for the Statewide FSE scheduled in June 2020 • Provide the tools necessary to complete the paperwork for facilities to sign up as a Closed POD • To provide a template for facility level Closed POD plans • To identify the role of the coalition when Closed POD’s are activated • To discuss the role of the Chempack and its’ uses.
Proposed Training – Pediatric Surge • To present the Pediatric Surge training program • Identify resources available for health care facilities related to the pediatric patient • To identify the appropriate individuals that would benefit from the pediatric surge training program
Proposed training – Crisis Standards of Care • To discuss the updated Crisis Standards of Care plan developed by the state • Identify how the Crisis Standards of Care plan is implemented • Discuss the implications the Crisis Standards of Care plan on the ability of health care to provide services • Practice making difficult decisions based upon guidance in the Crisis Standards of Care plan
Proposed Training – Who are you going to call? • Present a decision tree that identifies triggers for contacting the coalition and other emergency preparedness partners • Conduct an table top exercise to identify triggers
Proposed training – Regional Resource Request • Review the Regional Resource Request Process • Identify the resources available in the coalition cache • Discuss the process involved in facility helping facility
Proposed Training – Stop the Bleed • Train facility trainers to the Stop the Bleed program • Trainers will be able to take the lessons to the facility and train staff, volunteers, first responders, and community members
Proposed training – Resilience Advantage Training • Providing the tools and techniques to help build resilience and become psychologically fit • Identify what to do if stress becomes a problem • Discuss the triggers, and signs and symptoms of stress related issues • Discuss the role of the Critical Incident Stress Management team
Proposed training – EOP Workshop • A task focused workshop day where hospitals will do a peer to peer review of the facilities EOP’s. • Each hospital will be assigned a component of the EOP to share • Include challenges/concerns/successes related to that section • Peers will discuss differences in the plans and identify gaps in plans and make recommendations • Review the checklists available that identify what should be in each component
Proposed training – Mass Fatality Plan review • Discuss the role of the coalition in a Mass Fatality • Identify resources available to assist health care when faced with a Mass Fatality situation • Identify key partners in a Mass Fatality event
Proposed training – Alternate Care Site planning • Identify what needs to be included in the Facility ACS plan • Discuss the roles the coalition partners play in Alternate Care Site planning/response
Proposed training – Power Outage • Joint training with LTC • Discuss Electronic Medical Record security and access during power failure • Identify communication measures available • Discuss Supply chain integrity • Identify staffing issues • Discuss back up power options/resources
TEEX Training • Advance Public Information training (October 2019) • Cybersecurity • Executive leadership – Decision Making
Proposed training/exercise – LTC and Incident Command • Create an educational series that focuses on Incident Command • Incident Command • Operations • Planning • Logistics • Finance • Exercise – Spring 2020 for LTC only • Each facility will activate incident command and go through the Planning P cycle. • This exercise will be conducted at a central location
Coalition Exercises • October 2019 – HCID Exercise • March 2020 – ASPR Surge Test • May 2020 – LTC Exercise • June 2020 – Spring Exercise focused on Closed POD activation • June 2020 – Statewide FSE (coalition support and communications) • June 2021 – Spring Exercise – Widespread Power Outage
Coalition Response Team development • Conduct Incident Command focused trainings • Leadership training • Decision making training
Updated Coalition Fee for Service • Will include ICS 300 and ICS 400 at the facility • Shawn has applied for certification training to be a trainer within the region and other regions as well
Coalition Plan updates – 2019-2020 • Update the communications plan to include verbiage about the role of the coalition with regards to public information • Hospitals will be asked to review the resource assessment conducted last year and update/make changes (July 2019) • Update the Response plan to include a transportation plan which will identify how to utilize the resources that we have, who to call. • Create/review the coalition recovery plan based upon the ASPR provided template • Present to coalition in September 2019 for review • Submit final document – January 2020
