National Responses TURIN 1 November 2007 ITUC-Geneva Office
National experiences • Trade taskforce in Argentina • NEDLAC in South Africa • International: lobby work: link national with global level • Research work in India and Brazil • Latin American unions on NAMA and FTAs • Similar regional approach in Asia as in Latin America
Argentina • Taskforce was established • Different responsibilities for the members • Sectoral unions are inlcuded • Coverage of services, NAMA and bilaterals
Brazil • Research by the Observatorio Social • Contacts with the government (meetings, letters and open letters) • Detachment of trade unionist at the mission in Geneva
South Africa • Participation in NEDLAC • NAMA research by COSATU, line by line research • Pickets at the US and EU missions • COSATU played a leading role in the ITUC on NAMA
Philippines • Workshop in June 2007 • Many trade unions took part • Working group on trade was established as a result • TUCP engagement with the government: letters and meetings, both in Manila and in Geneva
India • HMS is active on NAMA • Research was done on specific sectors • Engagement with the government through meetings and letters • Training of other trade unions
Regional organisations • In Africa and Asia there has been no specific activities or coordination on trade issues • In Latin America trade agreements are a key concern • There is a lot of coordination on NAMA and bilaterals
Europe • Individual affiliates take positions, mainly focusing on Decent Work, but also supporting developing country affiliates • ETUC positions on trade are conservative and not very critical of the Commission. They do not always reflect the affiliates positions • Focus on Decent work and consultations
US • Focus on labour standards • Strong link with the democrats • Change in Panama and Peru FTA • Some successes in enforcement but in general difficult to use FTAs for improvement of labour standards
