THREE BASIC CATEGORIES • Developed Properties That Use The Original ITT Stormwater System (Residential and Commercial). Current Fee is $8/ERU/Month • Some Property Owners Must Receive Reduced or No Fee To Meet the Law • Some Property Owners that Use the System Do Not Currently Pay
Credits and Exemptions • 23% For Having a Permitted Stormwater Systems • Outside Service Area (% of area exempted from fee) • Extra Onsite Retention or Detention(0.22% for every 1% Reduction in Peak Discharge) • Community Wide Drainage System • City Easement (% of area exempted from fee) • 100 Year Flood Plain, Including Wet Ponds (% of area exempted from fee) • Wetland (% of area exempted from fee) • Reduced Service Credit • Vacant Property and Existing Development That Maintains it’s Own Stormwater System.
What’s Different? • CHANGE APPEALS TO CREDITS DETERMINED BY CITY STAFF WITH OPTION TO APPEAL WITH A NOMINAL FEE/DEPOSIT - $60 Deposit • NO PROPERTY SIZE THRESHOLDS • PREPARED CHART OF OPTIONS FOR “BULK LAND” CREDITS • PREPARED CHART OF ESTIMATED FEES FOR INDIVIDUAL “BULK LAND” PARCELS • RECOGNIZE CANAL RESERVE CAPACITY DIFFERENCES FOR ORIGINAL NON-CLUP AREAS – ADDITIONAL 18% REDUCTION • EXEMPT WET PONDS • EXISTING DEVELOPMENT THAT MAINTAINS ITS OWN STORMWATER SYSTEM ADDED TO REDUCED SERVICE CREDIT
SUMMARY OF “BULK LAND” AT 70% CREDIT • ANNUAL FEE RANGE ($75 - $40,431) • NUMBER OF PROPERTIES (116) • AVERAGE FEE PER PROPERTY ($7,570/YEAR) • AVERAGE FEE PER ACRE ($85/YEAR) • FEE FOR VACANT SINGLE FAMILY LOT (1/4 ACRE)($71.04/YEAR) • FEE FOR DEVELOPED SINGLE FAMILY LOT (1/4 ACRE)($96/YEAR)
Stakeholders Meeting • INDIVIDUAL PROPERTY OWNERS IN RESIDENTIAL AREAS THAT QUALIFY FOR CREDITS WILL RECEIVE CREDITS THROUGH THEIR HOA. • THE ENTIRE COMMUNITY-WIDE DRAINAGE SYSTEM EASEMENT WILL BE EXEMPT. • FOR THE APPEAL PROCESS THE CITY PROPOSES A $60 DEPOSIT. • CITY WILL INCLUDE AREAS WITH PRIVATELY MAINTAINED STORMWATER SYSTEMS IN THE REDUCED SERVICE CREDIT. • MULTIPLE CREDIT PERCENTAGES SHALL BE CALCULATED SEPARATELY. • REDUCED FEES RETROACTIVE TO APRIL 2008.
