It’s not just those college kids • University of Iowa binge drinking rate -- 69% (CAS) • Average U.S. College binge drinking rate -- 46% (CAS) • Iowa State binge drinking rate -- 42% (CAS) • Johnson County 11th graders that binged in the last month – 27% (Iowa Youth Survey, Johnson County 2002) • Johnson County 11th graders that binged 6 days or more in the last month – 7% (Iowa Youth Survey, Johnson County 2002)

  3. Do the Math 5917 bar seats downtown in bars that charge cover (IC Building Dept.) Cover charge at $5.00 each equals $29,585 per night, $88,755 cash for three nights a week, $4,615,260 cash per year

  4. 17,800 underage students at the U of I able to go into the bars (UI)) • $2,119,122 spent on alcohol each school year by underage U of I students (CAS) • Iowa City is a drinking destination for underage consumers (Tom Baker, UI Vice President for Student Affairs)

  5. High risk drinking affects the health and future of all young people • 38% of UI students have been insulted/humiliated by a drunk student (CAS) • 80% of UI students have had study interrupted (CAS) • 31% have experienced unwanted sexual advances, regretted sexual activity (CAS)

  6. 1981 there were 17 liquor licenses in downtown Iowa City, 10 were bars

  7. 2005 there are 48 liquor licenses in downtown Iowa City, 32 are bars

  8. Research indicates that these environmental changes work (NIAAA) • Reduce underage access to bars and places that serve alcohol • Enforce the laws • Use zoning to control outlet density • Regulate drink price specials • Require server training • Minimum age for Sellers and Bartenders

Benefits of 21 only • 21 only creates a legal level playing field in Iowa City • 21 is the law in Ames, Cedar Rapids, Illinois, Quad Cities • Iowa City will no longer be a drinking destination • World wide research shows that reducing access to alcohol reduces illegal consumption • A real market opportunity for alternative activities will be created

  11. Who supports 21? • Community survey indicates 62% SUPPORT a 21 only ordinance (Cogent Research, 2001) • The Gazette and Press-Citizen • Public health officials • University administration • Johnson County Medical Society • Health Iowa
