    3. 262863 3 FHLBank System System created in 1932 by the Federal Home Loan Bank Act to stimulate mortgage financing and provide liquidity to credit markets affected by the Great Depression Expanded public policy mission in 1989 to include affordable housing and community lending 12 independent government-sponsored entities Member-owned cooperative (Banks, thrifts, credit unions, and insurance companies) More than 8,000 member financial institutions
