  3. Event Operations • Event Manager shall use the NCAA Rules Book and Lane Maintenance Matrix to provide consistent process • Use Head Official’s Checklist (EMG – Appendix D) • Head Official should work closely with Event Manager for completion of all duties

Event Operations (con’t) • Three (3) Main Phases - • Confirming additional Officials and Equipment are available for coverage • Scorekeeper – Assistant Officials – Stop Watch • Completion of Lane Certification Process • Event Certification Form • Completion of Pre and Post Event Form • Head Official’s Form • EVENT MANAGEMENT IS RESPONSIBILITY OF THE EVENT MANAGER, NOT the Head Official!

  5. Forms of Interest Forms of Interest ECF - Event Manager and Head Official Complete the form; send (fax) to SRE after event over HOF - Head Official Completes the form; Event Manager signs; keeps in Event Folder

Head Official should fill out their portion of Forms (ECF and HOF) * Fill out ALL Blanks * Provide Accurate Info Preview Lane Pattern Information – (provided by Event Manager and Facility) – are they using NCAA Pattern Templates or own design? Can use either option; however, MUST COMPLY WITH NCAA RULE 1.1.3c (distance / ratio of application) *Patterns located on NCAA Women’s Bowling website at www.ncaa.org (Women’s Bowling / Rules of the Game) Event Certification Form Is the pattern distance between 34’-44’ ? Are the ratios shown in these boxes between 2:1 – 6:1 ? Lane Pattern Info Sheet - Head Official gets from Event Manager to verify lane condition

Lane Certification Process • Completion of Lane Certification Process needs to be done before any Warm-Up or Practice Sessions begin – • ITEMS NEEDED TO “CERTIFY” LANES FOR NCAA EVENT = • Need copy of Lane Maintenance Pattern Information to reference for process • One 50-foot or longer tape measure • One dry hand towel (a stop watch or portable clock will also be needed during event)

  8. Lane Certification (con’t) • Perform overview of Facility for verification • Normal facility requirements (USBC Certified Facility or other?) • Safety Concerns (defined playing areas, spectator areas, obstructions) • Equipment Functions Properly (pinsetters, foul lights, scoring system)

  9. Perform overview of Facility for verification Normal facility requirements for play Is Facility a United State Bowling Congress (USBC) Certified facility? If not USBC Certified, have all teams been notified of this prior to travel for competition? If not, do all teams agree to use facility “as is” ? Safety Concerns (must be resolved before play occurs) Defined playing areas Defined spectator areas Obvious physical obstructions that would hinder play Equipment Functions Properly Pinsetters (and on-site facility attendant to repair mechanical problems) foul lights working (or foul line Official present) scoring system (automated preferred, manual may be used if necessary) Lane Certification (con’t)

  10. Lane Certification (con’t) • Visually inspect lane • Foul Lights are ON • No Deformities • Clean Playing Surface • Check Pattern Length • Tape Measure used • Measure from Foul Line to End of Pattern Length (Final distance, not oil run) • Verify Length of Pattern = (between 34’ and 44’)

Visually inspect the lane surface and approach Foul Lights are turned ON for all lanes No Deformities in lane surface or approach Clean Playing Surface (no dirt, tacky or slick areas) Look to ensure all lanes have been conditioned go to other end of lane near pins – at approx. half way down lane, start looking for a line which identifies where oil / conditioner application was stopped – area with oil will look shiny; area without will have a dull, fuzzy or hazy appearance – this is the end of the pattern = Do all the lanes look the same regarding pattern distance? Lane Certification (con’t) • Check Oil Application • Complete Finger Smear Test • Check at 3 distances - • Arrows (15 ft) • 5-10 ft From Oil Line • Final Pattern Distance • Was oil (conditioner) present on all boards from gutter to center of lane? (Yes or No) (Even light amounts of oil are ok)

Check Oil Application on all Boards Complete a Basic Finger Smear Test – Step 1:Kneel down beside lane near gutter; put middle and index finger together and touch the lane with fingertips (DO NOT step out onto lane to complete step 2 – lean out over lane area) Step 2:Put fingers on lane at board closest to gutter (#1 board); lightly push your fingers across the boards of the lane toward middle of lane (#20 board) to see if oil / conditioner is applied – applied oil / conditioner will be wet or slick to touch; dry area will be dull, squeaky, fingers will move slower Step 3: Check opposite side of lane, same distance (WIPE OFF FINGERS BEFORE NEXT TEST) Check at 3 distances – (ALWAYS DO TEST FROM BOARD 1 TO 20, NEVER OPPOSITE) At the Arrows (15 ft) At 5-10 ft From Oil Line (between arrows & oil line) At the Final Pattern Distance Was oil (conditioner) present on all boards from gutter to center of lane? (YES OR NO) *USE YOUR EYES TO LOOK AT AREA WHERE FINGERS WERE PUSHED ACROSS LANE – THE AREA WHERE OIL / CONDITIONER IS APPLIED WILL SHOW VERY LIGHT TO VERY NOTICABLE SMUG MARKS – * EVEN VERY LIGHT AMOUNTS OF OIL ARE OK AND WILL PRESENT A “SMEARED LOOK; DRY BOARDS WILL NOT SHOW ANY SMEARING OR RESIDUE ON BOARDS - Lane Certification (con’t)

Lane Certification (final) • IF EVERYTHING IS SATISFACTORY, HEAD OFFICIAL MAY SIGN OFF ON FACILITY BEING READY FOR USE !!! • ** NO additional verification (ex. taping of lanes) is needed to confirm match pattern information UNLESS desired by Conference Office (or arrangements made by Event Manager)

  17. Duties - During Event • Head Official makes Final Decisions on “During Match” Situations – • Uniform / Apparel Questions • Competition Game / Match Disputes • Facility Use Breakdown Resolutions • Bowling Equipment Issues Head Official must not circumvent NCAA Rules to satisfy Event Rules

Event Duties (con’t) • Head Scorekeeper – Can also be Event Manager – cannot be Head Official • Assistant Official(s) used to provide immediate assistance during matches (scoring corrections, match interruptions, facility equipment repair, pins reset, match lane determination, substitutions, etc.) • Score corrections must be done by Official

  19. Event Duties (con’t) • Warm-Up Area Use • Each team may have players using area / lanes • Ensure adequate sharing of space (rotation) • Provide appropriate warm-up time(s) • 1-2 players = 10 min • 3 or more = 15 min

Warm-Up Area Use Each team may have players using area / lanes Ensure adequate sharing of space (rotation) Provide appropriate warm-up time(s) 1-2 players on same lane = 10 minute warm-up 3 or more players on same lane = 15 minutes ONLY THE DESIGNATED WARM-UP AREA CAN BE USED BY TEAMS (No other areas of the facility may be used for additional warm-up or practice once the first day of the event begins) ONCE A MATCH BEGINS, ONLY THE POTENTIAL SUBSTITUTES MAY USE THE WARM-UP AREA (removed starting players cannot use the Warm Up Area until next match starts; they have become a Substitute for the match) Event Duties (con’t)

Head Official Needs to make sure all Event items are finished and accurate Final Standings Final Scores Documents any Major Rules Issues, Violations and/or Event Protests Scorekeeper Needs to have all standings completed prior to awards distribution Need to provide copies (electronic and paper) to Event Manager Event Completion

Post Event Duties • Head Official • Meets with Officials / Scorekeeper to finalize event • Completes Head Official & Event Certification Forms • Give signed copies to Event Manager • Event Manager • Provide Awards and Final Standings to Teams • Meets with Head Official to finalize event • Signs off on Head Official’s Form • Completes and signs Event Certification Form (ECF) • Send Copy of ECF to Secretary Rules Editor (w/in 48 hrs)
