BACKGROUND Cont.. • The Government of the Republic of Zambia launched the Fifth National Development Plan (FNDP) for 2006-2010. • One of the key components of the plan is the governance programme which concentrates on implementation of 5 components:
Impact Outcome Output Input Change in the welfare / well-being of the population Level and extent of utilization of goods and services, including satisfaction) Direct Investments - financial and physical resources Direct goods and services generated, arising from inputs STRUCTURE FOR FNDP MONITORING • FNDP monitoring is structured around a logical hierarchy • Under Input, Output and partly Outcome we monitor FNDP Key Performance Indicators on the Delivery System
Governance Assessment StateofGovernance Report2008… Monitoring of FNDP • Further, the Fifth National Development Plan document commits the Government of Zambia, through Governance Secretariat, to the production of a State of Governance Report.
Problems • Governance in Zambia is being monitored by a large number of international governmental and non-governmental organisations • The only country that has NOT monitoring governance systematically in Zambia is…. ZAMBIA • The government of Zambia does not pay much attention to assessments done by outsiders • Institutional understanding and low M&E literacy • Low capacities to handle governance issues effectively.
Strategies to curb challenges • In-House presentations, meetings etc • Explore Literature review on Governance • Engage local (training) institutions • Engage external and local experts in short/medium-term training • “Zambianise” (Localise) Training

Options for Localisation of Training in Zambia • Three participants who trained in Measuring Democracy, Governance and Human Rights (InWent, Namibia) in 2007 to Train fellow Zambians..!!! • Engage UNDP Oslo Governance Centre to conduct training for Zambians…!!! • Request German Technical Cooperation (GTZ) Zambia to request InWent on behalf of Zambia to internalise the training for Zambians…!!! • Engage University of Zambia to conduct training for Zambians • Engage Idasa to conduct training for Zambians…!!! • SETTLED ON OPTION NO. 3
Motivation for selection of InWent to carry out training in Zambia • Global campus/e-learning initiative • Embracing the use of statistics • INWENT FILM: • Emphasis on the need to harmonise the various approaches in measuring governance. • InWent has been engaged in measuring governance for many years- So understands. • Emphasis to empower/strengthening the capacities of government institutions and civil society to conduct assessments themselves.

Conduct Survey - Produce Report Proposed Training programme for Zambia - 2008
GOVERNANCE SURVEY PROCESS • Instrument preparation • Training of trainers • Training of enumerators • Field work • Data Entry • Data analysis (SPSS 11.5) • Production of the Report
Instrument preparation • At the Instrument preparation state the committee explored Literature and indications on measuring governance from indices such as: • Afro Barometer • Mo Ibrahim • Other indices
Levels of Assessment • Delivery System (Administration data) • Household survey (Perception data) • Pertinent Secondary information from other national surveys.

Conclusion • Localising training enables you to train many people at a goal. • Localising training is key and best option to speed up nationally led governance assessments for monitoring of NPDs. • Training becomes more focused to the local set up • High level of consultation on areas of concern
