  2. Objectives • Emergency Preparedness: big picture • Emergency Preparedness: Some Elements • Possible links between Needs Assessment and Emergency Preparedness

  3. DISASTER IMPACT PREPAREDNESS RESPONSE PREVENTIONMITIGATION RECOVERY Disaster Management Cycle:

  4. Structural Mitigation Land Use Management

  5. Disasters Preparedness • It’s a broad concept that describes a set of measures that minimizes the adverse effects of a hazard including loss of life and propertyand disruption of livelihoods. • Disaster preparedness is achieved partially through readiness measures that expedite emergency response, rehabilitationand recoveryand result in rapid, timely and targeted assistance. • It is also achieved through coping mechanisms which build the capacities of communities and minimize the effects of a disaster on their lives.

  6. Disasters Preparedness Measures • Hazard, risk and vulnerability assessments, • Response mechanisms and strategies, • Early warning systems, • Resource mobilization, • Coordination (Contingency Planning)

  7. Disasters Preparedness Measures • Public education, • Training and rehearsals or simulations, • the creation and maintenance of stand-by capacities • Stockpiling of humanitarian supplies • Information management and Communication

  8. Contingency Plan: Outline • Executive Summary 2. Hazard and Risk Analysis - Brief Summary of the hazards and risks analyzed during the contingency planning process. - impact - medium, major, and catastrophic - likelihood of the hazards - moderate, likely and almost certain 3. Scenarios and Planning Assumptions - Brief summary of agreed scenarios and planning assumptions that define the parameters of the contingency plan. Identify triggers 4. Objectives and Strategies - Concise statements of objectives, strategies and guiding principles. 5. Overall Management and Coordination - Creation of senior level steering group (HCT/DMT), technical level working group (ETT) - Sectors/Clusters established and designated lead agencies/organizations; - Diagram of coordination mechanisms; - Arrangement for appeals and funding - resources mobilization strategies (CERF, FA, etc.) - Information management arrangements; - Cross-cutting issues.

  9. Contingency Plan: Outline 6. Summary of Sector/Cluster Response Plans - Outline of participation in sectors; - Objectives and response actions; - DefineNeeds assessment strategies - Gap analysis; - Standards guiding response. 7. Preparedness Actions - Agreed priority preparedness actions; - Preparedness actions by sector. - Early warning indicators - Update of the plan - Simulations 8. Annexes - Summaries of sector plans - Detailed schedule for implementation of preparedness actions - Schedule for review and updating of contingency plan - Terms of Reference for sector/cluster groups - List of contacts - Maps and any other relevant document - RACN

  10. DP Info System: Baseline Data • Risk assessment and mapping (hazards and vulnerabilities) • Demographic Distribution • Livelihood /coping mechanisms of at-risk populations • Infrastructure, Lifelines and Critical Facilities • Logistics and Transportation Routes • Human and Material Response Resources • Communication Facilities • Lessons learned about early warning, DP and response from recent disasters What kind of baseline data should we be collecting during disaster preparedness phase?

  11. NATF/ACAPS and Disaster Preparedness • IASC SWG on Preparedness  generic strategy for needs assessment  contingency plan • In-country Needs Assessment Task Force • Emergency preparedness missions (including contingency planning process)
