Introduction China’s national statistics system is a centralized system with unified leadership and graded management, consists of two parts: -Goventmental Comprehensive Statistics (NBS) -Departmental Statistics
Comprehensive Statistics (NBS) • Central Statistical Institution. • Responsible for organizing, directing and coordinating the statistical work throughout the country.
Departmental Statistics • Ministries and Departments. • In charge of respective statistics work for administrative purpose.
Introduction • Under the current statistical system, the existing classifications can be divided into two types. -National Statistical Classifications -Departmental Classifications
National Statistical Classifications Compiled and Used by NBS, mainly including: - Industrial Classification for National Economic Activities (usually called CSIC - Chinese Standard Industrial Classification); - Products Classification for Statistical Use (China’s CPC); - Codes for the Administrative Divisions; - Statistical Classification of Urban and Rural Area;
Statistical Classifications-Cont’d - Industries Classification by Three Sectors; - Statistical Classification on Culture related Industries; - Statistical Classification on Forestry related Industries; - Statistical Classification on Sports related Industries; - Statistical Classification on Information related Industries; - Statistical Classification of Enterprises by size.
Departmental Classifications Compiled by government departments, such as: - Classification and Codes of Occupations (compiled by Ministry of Human Resources and Social Security of China); - Commodity Classification for China Customs Statistics (China’s HS, compiled by General Administration of Customs of China).

Unit - Ideal basic unit for classification: establishment - Due to different purpose of statistics, legal entity is mostly used as classification unit.
Principle Homogeneity in economic activities - If an entity conducts more than one economic activity, then the activity classification will be determined by its principal activity. - Principal activity: activity that contributes most to the value added of the entity.
Link to ISIC Rev.3 - At class level (4-digit ) - Compiling a correspondence table as a converter
Following Version - Try to in line with ISIC Rev. 4 at division level (2-digit) as much as possible • The linkage will be set up at class level • Finalized in Oct.2010
China’s CPC Official name: Products Classification for Statistical Use
Introduction • Started to compile in 2004 according to CPC Ver. 1.0 • Two rounds of review and feedback from potential users had been taken (especially the coordination work with ministries) • Draft has been carried out at the end of March 2008, which is used in 2008 Economic Census • The formal version will be punished in May, 2009.
Scope - All goods and services Purpose - Provide a unified standard guiding list of products used in various statistical surveys
Principles • Use of the goods or function of services • Physical properties or intrinsic nature • Raw materials of which goods are made • Industrial origin • Technics used in production • Production characteristics of products
Link to CSIC and CPC Ver.1 • Most of codes and names are same as CSIC at section level • The linkages have been built up between China’s CPC and CPC Rev.1.0 at sub-class level, some items at the class level
Revision Work on Other Classifications • Refer to < Classification of Individual Consumption According to Purpose>, compile an uniform Classification of Expenditure for Household in China, and finalize in June, 2010. • Compile Types of Statistical Units, and finalize in March, 2010.
Basic facts • National standards, such as CSIC, Codes for the Administrative Divisions, are strongly recommended in practice • Classifications derived from CSIC, but not National standards, are widely used in statistics • Departmental classifications are often used for administrative purpose
Conclusion The most classifications are widely used in various programs, like national statistical programs, economic census, agriculture census, one-time surveys and so on.
Challenges • Bias or errors occur during implementation of standard classifications ,esp. in small one time surveys • Though convertible linkages with international standards has been built up gradually, but still far from functioning perfectly by international standards
Improvements • Pay more attention on standards’ dissemination to make the users more understanding the classifications • Assigning more time on supervising and guiding the implementation of standard classifications esp. put emphasis on supervision and approval of statistical classifications used or established by other department statistics • Continue to cooperate with UN, and carry out more training on international standards classifications
Look forward to the Chinese version of ISIC Rev.4.0 and CPC Rev.2.0 • Expect the search and query tools on UN website of ISIC Rev.4.0 and CPC Rev. 2.0 • To acquaint the difference between ISIC Rev.4.0 and ISIC Rev.3.1 in statistical units • To acquaint which fields will the non-transportable service products in CPC Rev.2.0 be used in practice • To know whether UNSD will do some research on services classifications, such as services industry, production services, modern services, social services and household services • To know whether more groupings according to special purposes will be compiled for ISIC Rev.4.0, such as information industry, three sectors (or service industry), environment protection industry
