MINISTRY OF EDUCATION AND SCIENCE OF UKRAINE NATIONAL AVIATION UNIVERSITY AIR NAVIGATION INSTITUTE AIR NAVIGATION SYSTEMS DEPARTMENT MASTER’S DEGREE THESIS FLIGHT OPERATIONS SAFETY ASSESSMENT IN TERMINAL CONTROL AREA(ОЦІНКА БЕЗПЕКИ ВИКОНАННЯ ПОЛЬОТІВ У ТЕРМІНАЛЬНИХ ДИСПЕТЧЕРСЬКИХ РАЙОНАХ) Done by: O.V. Shalimova (group 519) Supervisor: cand. sc., associate professor Yu.V. Chynchenko Kyiv, 2015
Objective & Tasks OBJECTIVE IS: • Research the features of operational context of typical TMAs and develop software tool for the automation of some aspects of flight operations safety assessment • THE TASKS OF THE RESEARCH ARE: • To analyse the actual models and techniques of flight operations safety assessment in terminal control areas. • To compose major structured factors influencing air traffic controller’s operational context in terminal control areas using the best practices of aviation industry. • To create the software tool for complex assessment of revealed factors effect on the work of air traffic controllers in terminal control area. • To check the applicability of the mentioned above programming software in real-time situation using the example of Lviv terminal control area.
Analysis of current models and techniques of flight operations safety assessment in TMAs • Operational Risk Assessment (ORA) • Aviation Risk Management Solutions (ARMS) • Safety Assessment Methodology (SAM) • Flight Operational Safety Assessment (FOSA) • Flight Operations Risk Assessment System (FORAS) • Optimised Procedures and Techniques for Improvement of Approach and Landing (OPTIMAL) • The Human Factors Analysis and Classification System (HFACS)
Composed factors influencing ATCO operational context in TMA NO NO NO Safe Operational Context
Validation of software (on example, Lviv TMA) FACTORS OF THE GREATEST INFLUENCE • Work preparation • Interaction of TMA ATCOs with other units • Lack of technical means of protection against operational errors • The presence of omissions in the methods of teaching/supervising • Inhibiteddevelopment of aviationsector • Fear to ask for supervisor help or advice in order not to look as incompetent specialist RECOMMENDATIONS: • To distribute the budget of organization for interaction with other units and developing advanced technical means of protection against operational errors. • To interview the supervisors for identifying the omissions in the methods of their teaching and take actions for their mitigation. • Briefings should be organized in more accurate, coordinated and understandable way Moderate Risk Zone
Conclusions & Recommendations • OUR SOFTWARE TOOL IS: • created for TMA , but can be successfully applied for other areas after minor adjustments • revealing the factors which influence or can take a potential effect on the air traffic controller work performance • giving on the output the risk index to show how great this effect is • giving the recommendations to overcome the effect on the ATCO operational context both for the ATCO and organisation • OUR SOFTWARE TOOL SHOULD: • be used in a correct way. ATCO should choose the factors of the most importance inherent for his TMA • motivate organisations to implement changes in their safety operations in the nearest future. • REFERENCES • Shalimova O.V., Chynchenko Yu.V.
