II.SOLICITATION OVERVIEW SOLICITATION PURPOSE: HAS is seeking Best Value Bid (BVB) for Conveyance Systems Operations and Maintenance Services to provide labor, management, supervision, parts, equipment, materials, tools, instruments, supplies, expendable items, incidentals, transportation and training at George Bush Intercontinental Airport (IAH) and William P. Hobby Airport (HOU). . .
SPECIAL INSTRUCTIONS TO RESPONDENTS: Submittal Procedures – Sealed bids, seven (7) copies, one (1) signed in BLUE ink as well as one (1) complete copy on flash drive, with the appropriate BVB name and number. The bids shall be delivered or mailed to: City Secretary’s Office City Hall Annex, Public Level 900 Bagby Street Houston, Texas 77002 No later than 10:30 A.M., CST on Thursday, September 18, 2014
BEST VALUE BID FORMAT: The Bid must be signed by an individual(s) legally authorized to bind the Offeror(s), and the City may accept this bid offer by issuance of a Contract to the said Offeror(s) at any time on or before the 180th day following the day this Official Bid Form is opened by the City. This offer shall be irrevocable for 180 days, but shall expire on the 181st day unless the parties mutually agree to an extension of time in writing.

Any interpretation that is not in writing shall not legally bind the City of Houston. EVALUATION AND SELECTION PROCESS The award of this Contract(s) will be made to the Respondent(s) offering the response(s) that best meets the needs of HAS. Bids will be evaluated on the basis of the following evaluation criteria: • Experience; proven track record with elevators, escalators, moving sidewalks and wheelchair lifts 30% of comparable size and complexity especially those of large airports.
