I. Mexican Cession • Brings up the question of whether the territories will be slave or free
The facts: • Since 1820, the size of the US had doubled. • 6 new states added to union • 3 free (WI, IA, MI) , 3 slave (AR, FL, Tx) • Free: 148 seats in HOR • Slave: 82 seats in HOR • Senate Representation: N & S are EQUAL
B. Wilmot Proviso = 1846 amendment proposal to ban slavery in any territory acquired from Mexico
PROBLEMS: • Wilmot wants to prohibit slavery • in conquered Mexican lands. • 2. South wants stronger fugitive • slave laws. • 3. North trying to get slavery • abolished in DC • 4. California wants admission • into the union.
How can we solve problem #1? Solution: New Mexico and Utah left slave issue open to voters (popular sovereignty)
How can we solve problem #2? Solution: Fugitive Slave Act passed and required North to send slaves back to holders. People who let slaves go were fined $1000. $10 finders fee for sending slaves back down South.
How can we solve problem #3? Solution: Slave trade is banned in Washington DC.
How can we solve problem #4? Solution: California becomes a free state.
